Northrop Grumman Mission System’s Engineering and Sciences (E&S) Baltimore and Partnered Sites (BaPs) Division is seeking a Engineering Leadership – Systems Engineering Section Lead to join our team of qualified and diverse individuals. You will shape the engineering leadership culture, ensuring that SEIT Leads, IPT Leads, and CEs have the authority, resources, and guidance needed to deliver high quality, on time, and on budget solutions for the BaPs division and the broader enterprise. This position will be in Baltimore, MD, and is a full time on site role.
What You’ll Get to Do:
Lead the Engineering Leadership Organization (SEIT Leads, IPT Leads, and CEs) within the Foundational Systems Engineering group and report directly to the Foundational Systems Engineering Director. You will be accountable for ensuring that the engineering department and its partner disciplines have the people, expertise, tools, and processes needed to deliver the BaPs division programs successfully. This position is set to be a 75%/25% direct working on programs (75%) and functional management (25%).
Set clear, measurable operating objectives for the SEIT, IPT, and CE leadership teams.
Provide day to day leadership, coaching, and mentorship to front line managers, aligning their work with corporate policies, strategic goals, and program priorities.
Oversee the staffing, training, and process framework for all programs in the business unit portfolio, guaranteeing that each team has the right talent, skill development plans, and execution methodology in place.
Drive proactive risk identification and mitigation, protecting schedule integrity, cost performance, and technical excellence across the portfolio.
Resolve technical, operational, or organizational obstacles quickly to maintain continuous progress.
Partner with engineers, program staff, and senior leaders to recruit, develop, and retain top engineering talent, creating a sustainable pipeline of skilled professionals.
Collaborate regularly with peer managers, program directors, and senior executives to strengthen the health and performance of the organization’s overall program set.
Key Responsibilities:
Leadership & Development – Champion initiatives that advance skill growth, career pathways, and continuous improvement cultures for all engineers and technical leads.
Integrated Product Team (IPT) Governance – Provide IPT leadership, facilitate risk development and management, and ensure IPTs operate under consistent, best practice processes.
Cost & Earned Value Management – Support Control/Cost Account Management (CAM) activities using Earned Value Management Systems (EVMS) and agile execution methods to track performance against budget and schedule.
Technical Documentation & Reviews – Guide the creation and review of technical specifications, Statements of Work (SOWs), and all major design reviews (SRR, SDR, PDR, CDR, TRR, TIMs, etc.). Contribute to capture and proposal efforts as needed.
Customer & Stakeholder Relationships – Build and maintain strong relationships with internal customers, external partners, homerooms, and sector leads to align expectations and deliverables.
Tool & Process Enablement – Ensure engineering teams receive training on required tools, standards, and processes; drive the consistent application of design guidelines across the department.
Cross Group Consistency – Work with fellow managers to harmonize practices, metrics, and reporting across multiple work groups and locations.
Proposal Development – Develop internal proposal inputs, review external proposal content, and ensure technical accuracy and compliance.
Strategic Initiatives & Roadmaps – Lead or support department wide initiatives, technology roadmap creation, cross campus/sector collaborations, and IRAD project leadership.
Performance Verification – Oversee verification and validation activities that confirm engineering solutions meet requirements and performance targets.
Data Driven Decision Making – Apply large scale data analytics, statistical methods, and design of experiment techniques to evaluate system and mission performance, informing trade studies and risk assessments.
This position is contingent on the successful transfer of an active U.S Government Secret clearance and the ability to obtain Special Program Access.
Basic Qualifications:
Bachelor’s Degree with 8 years of experience, a master’s degree with 6 years of experience, or a PhD with 4 years of experience in Science, Technology, Engineering, Mathematics or related technical fields.
U.S Citizenship is required.
A current/active U.S Government Secret Clearance.
Ability to obtain Special Program Access (SAP).
4 years of experience managing systems engineering practices and providing program leadership.
Experience with Radar design systems engineering process and procedures.
Experience in developing system/subsystem architectures, requirements, and interfaces.
Demonstrated ability to lead diverse system teams and attract, recruit, and develop top talent.
High proficiency in technical problem solving, to include decomposition, solution development, implementation, root cause analysis, and monitoring.
Working knowledge of DOORs, Cameo, MATLAB, Python, and/or C++.
Preferred Qualifications:
Advanced degrees in Science, Technology, Engineering or Mathematics or related technical fields.
Active U.S Government Top Secret Clearance or higher.
Experience developing and presenting technical documentation and briefings to the customer and organization leadership.
Experience with new business development and proposal management, from capture planning to proposal delivery.
Proficient in Agile methodologies and tools (Jira, Confluence), with the ability to rapidly assess projects and provide technical guidance across disciplines.
Broad technical background in electrical, mechanical, or environmental systems, coupled with a history of mentoring and developing engineers in multidisciplinary environments.

Primary Level Salary Range: $184,300.00 - $276,500.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
