Job Description

The Engineering Inspector II performs utility encroachment inspections and erosion sedimentation & pollution control, inspections for roadway, bridge, drainage, land development, utility work, and other construction projects. Provides construction compliance services within the guidelines of county and departmental procedures and regulations, accepted Engineering standards and surveying methods, state guidelines, and approved development & construction plans. Records ES&PC program data and produce reports. Investigate ES&PC requests. Reports to the Project Engineer or other designated person and works with co-workers, employees, private engineers, and the public to provide technical support.

PRINCIPAL DUTIES AND RESPONSIBILITIES

  • Inspects drainage and roadway projects to ensure compliance with approved construction drawings and applicable codes.
  • Inspects all construction materials to ensure compliance with contract requirements and construction specs & standards.
  • Inspects Utilities right-of-way encroachment activities & repairs to ensure compliance with applicable standards.
  • Inspects land development activities to ensure compliance with approved development plans and ES&PC Plans.
  • Records ES&PC program data and produces relevant reports.
  • Investigates ES&PC requests & complaints.
  • Maintains an inspector diary and survey conducted field book notes.
  • Serves as liaison between the contractor's field personnel and Engineering Department Management.
  • Trains and serves as resource to co-workers.

Qualifications

Education: High School Diploma or GED

Experience: Four (4) years’ experience in engineering inspections, erosion sedimentation and pollution control, and inspections for construction projects; or two (2) years’ experience engineering inspections, erosion sedimentation and pollution control, and inspections for construction projects and a Construction Management Certificate or Public Works Inspector Certificate; or any equivalent combination of education, training, and experience, which provides the requisite knowledge, skills, and abilities for this job.


Knowledge/Skills/Abilities:

  • Demonstrated knowledge of engineering, road construction, drainage system installation, vegetation, construction materials and structural fill material.
  • Demonstrated knowledge of grading, drainage, paving, planting, fertilizing, mulching, and soil stabilization.
  • Demonstrated knowledge of construction material testing, soil mechanics, erosion control and grasses.
  • Familiarity with surveying methods and practices, and basic mathematics.
  • Familiarity with local policies and procedures, soil erosion laws, and infrastructure construction process.
  • Read and interpret engineering plans, blueprints and specifications, records of surveys, and tract descriptions.
  • Demonstrated communication skills, both oral and written.
  • Demonstrated computer use skills and familiar with word processing and spread sheet software.
  • Demonstrated ability to work independently.


Certification:

  • Possess or have ability to obtain Georgia E&S Level I B certification within 90 days of employment.

Licensing:

  • Possession of valid driver’s license with good driving history. If state license is other than Georgia or South Carolina, applicant must obtain a license in Georgia or South Carolina within 30 days of employment.
Travel from the office to other locations is required of this position.

  • Physical Abilities: Tasks involve the regular and sustained performance of moderately physically demanding work, typically involving some combination of climbing and balancing, stooping, kneeling, crouching, and crawling, and that may involve the lifting, carrying, pushing, and/or pulling of moderately heavy objects and materials (20-50 pounds); may occasionally involve heavier objects and materials (up to 100 pounds).
  • Sensory Requirements Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, odor, depth, texture, and visual cues or signals. Some tasks require the ability to communicate orally.
  • Environmental Factors Performance of essential functions may require exposure to such adverse environmental conditions as high pressure gas & water lines, insects, poisonous plants, animals, dirt, dust, pollen, odors, wetness, humidity, rain, fumes, temperature and noise extremes, machinery, vibrations, traffic hazards, toxic agents, electric currents, disease, raw sewage, blood, or pathogenic substances.
