Job Description:

Job Summary: The Engineering Compliance Specialist manages the facility engineering testing and inspection documentation and regulatory preventative maintenance/work order documentation pertaining to regulatory compliance for the physical environment. These programs are associated with Joint Commission and Centers for Medicare & Medicaid Services requirements. This person ensures all documentation is current and accurate while confirming all regulatory and required testing is completed within the proper schedule and criteria by working with Facilities Engineering and Environmental Health & Safety leadership and staff.Essential Job Functions & Accountabilities: Supports the Program Manager and Director in ensuring facilities and engineering operations comply with regulations and standards governing the Physical Environment, including those set by The Joint Commission, CMS, OSHA, NFPA, EPA, and TCEQ.

Responsible for all facilities engineering and safety compliance documentation, including current inventories, testing schedules and results, and corrective maintenance history required for generators, fire pumps, fire/smoke dampers, emergency lighting, medical gas, room pressurization, and other systems as assigned.

Works closely with Environmental Health & Safety, Infection Prevention, Facilities, and Clinical Operations to integrate compliance standards into daily operations. Provides guidance on interpreting complex regulations and facilitates enterprise-wide adherence.

Maintains all department policies, the Statement of Conditions, Basic Building Information, ICRA/ILSM documentation, and participates in physical environment rounding. Gathers and reports on all material to be presented during the quarterly utilities and construction committee meetings.

Develops general compliance educational activities in partnership with the Environmental Health & Safety Specialists, researches and interprets new codes in order to inform staff of new and existing requirements and to prepare for upcoming surveys.

Serves as a key department representative with regulatory agency representatives, collecting content and providing presentation materials for review.

Works with division leaders in the implementation of Compliance policies throughout JPS Health Network. Includes participating on workgroups, task groups, tracking milestones of implementation and development, research, or engagement of required educational needs assessment.

Interacts with outside vendors and key customers to ensure all projects, required documents, and other forms of transaction-based interactions are appropriately managed and met.

Keeps current on CMS, Medicare/Medicaid, and Office of Inspector General regulations, ensuring awareness of both existing and emerging requirements for testing, inspections, and documentation to maintain ongoing compliance.

Monitors changes in federal, state, and local regulations affecting facilities engineering and life safety. Analyzes the impact of regulatory updates on department policies and operational procedures and communicates necessary changes to staff and leadership to maintain compliance.

Qualifications:

Required Qualifications: One of the following qualification groupings is required for this position as indicated below: Bachelor’s degree in Engineering, Healthcare Facilities Management, Environmental Health & Safety, or related field of study from an accredited college or university. 2 plus years' experience in the management of healthcare regulatory compliance to include healthcare engineering or safety. Certified Healthcare Safety Professional (CHSP) OR Certified Safety Professional (CSP) to be obtained within one year of hire.

High school diploma, GED or equivalent. 6 plus years’ experience in healthcare engineering/safety role, with experience in Regulatory Compliance and/or Legal. Certified Healthcare Safety Professional (CHSP) OR Certified Safety Professional (CSP) to be obtained within one year of hire. Preferred Qualifications: Masters degree in Engineering, Healthcare Facilities Management, Environmental Health & Safety, or related field of study from an accredited college or university. 5 plus years' experience in the management of healthcare regulatory compliance to include healthcare engineering or safety. Certified Healthcare Facilities Manager (CHFM) to be obtained within one year of hire.
