Job Description

  • Full Time 4 year contract
  • TRP from $243,631pa (base $214,849 + 12% super + $3000 professional fees)
  • 5 weeks annual leave
  • Hybrid, flexible working environment, including some work from home days.
  • Location: Caboolture/Strathpine

As part of an exciting evolution in the Planning Directorate, our Development Services department have introduced six new Manager roles to strengthen leadership and support our growing community. These senior leadership positions offer the opportunity to shape how we work, influence key decisions, and lead high-performing teams in a forward-thinking environment.

As part of our new leadership structure, reporting to the Manager of Development Services, in the role of Engineering and Specialist Assessment Manager, you will lead a diverse team of technical specialists and play a pivotal role in delivering integrated, high-quality development outcomes that balance growth, sustainability and community expectations. From major developments to complex and sensitive applications, you will provide clear direction, sound judgement and expert advice that influence how the city evolves.

You will operate at both a strategic and operational level, translating long-term priorities into practical outcomes, strengthening governance and driving continuous improvement across the development assessment process. As a trusted advisor, you’ll engage with senior leaders, Councillors, industry and the community, navigating competing priorities to achieve outcomes that are both practical and future-focused.

Key responsibilities include:

  • Leadership – Lead multidisciplinary teams, fostering a high-performance culture and delivering consistent, high-quality assessment outcomes
  • Planning Directorate Leadership - Contribute to the establishment and modelling of a positive, values based culture as a key member of the Directorate leadership cohort supporting cross directorate priorities and outcomes
  • Technical Oversight – Oversee application reviews across engineering, infrastructure, environment and design, providing clear, defensible advice on complex matters
  • Continuous Improvement – Drive best practice, consistency and efficiency across processes, identifying issues and improving service delivery
  • Compliance & Legal – Manage compliance and enforcement frameworks, including audits and investigations, and represent Council in legal matters
  • Strategy & Stakeholders – Deliver strategic priorities through clear frameworks, build strong stakeholder relationships, and lead workforce capability and development

To succeed in this role, you will have:

  • Extensive experience in development assessment, planning, engineering or infrastructure coordination within a complex urban or high-growth environment, with a strong understanding of legislative and regulatory frameworks
  • Degree in Engineering, planning or other relevant disciplines are essential
  • Proven success leading high-performing, multidisciplinary teams, fostering collaboration, accountability and a culture of continuous improvement
  • Demonstrated ability to provide strategic and operational advice to senior leaders
  • Strong expertise in policy development, planning schemes and organisational change, with the ability to drive initiatives from concept through to implementation
  • Highly developed communication and negotiation skills, with the credibility and confidence to influence outcomes and manage competing stakeholder interests
  • A strategic, analytical and solutions-focused mindset, with the ability to assess risk, resolve complex issues and deliver practical, balanced outcomes
