The City of Portland Bureau of Environmental Services (BES) is seeking an Engineering Analyst to performs critical functions in support of an engineering division, including leading the development and implementation of programmatic and project initiatives and planning, developing and maintaining software tools and databases, supporting standards and practices, performing data analysis, assisting in staffing, resource, and procurement planning, as well as providing general support on division specific projects as assigned.
The position is responsible for developing division tools and processes, producing reports, troubleshooting, and providing training related to resources on a wide variety of capital improvement projects in the City of Portland’s Bureau of Environmental Services’ (BES) Sewer, Stormwater & Restoration Division in the Engineering Services Group. BES manages a capital budget that averages approximately $200 million annually. The position works collaboratively with other work units to review processes analyze data and metrics, develop tools, trouble-shoot, and provide recommendations.

Applicants should specifically address and demonstrate in their cover letter and résumé how their education, training, and/or experience meet each of the following minimum qualifications:
1. Knowledge of principles, tools, and techniques for project planning and management and sound business communication.
2. Ability to analyze and identify complex administrative, operational, economic, financial, budgetary, and organizational issues; evaluate alternatives; provide sound, logical, fact-based conclusions and recommendations.
3. Ability to collect, evaluate, and interpret complex data in statistical and narrative forms; ability to use quantitative and qualitative analysis, tools, and modeling.
4. Ability to analyze, interpret, explain, and apply relevant laws, regulations, ordinances, policies, and procedures.
5. Ability to communicate clearly, logically, and persuasively, both verbally and in writing; prepare clear, concise, and comprehensive reports, correspondence, and other documents involving administrative, organizational, technical, budgetary, and financial data; communicate complex analytical topics to non-technical audiences.
Additional Requirements
Any combination of education and experience that is equivalent to the following minimum qualifications is acceptable.
Education/Training: Bachelor’s degree from an accredited college or university in management, finance, accounting, business administration, public administration, engineering, or a related field;
Experience: Four (4) years of professional and responsible experience performing analytical or related work.
