Definition of Responsibility
Under general supervision, serves as a project engineer for various professional engineering projects. Manages multiple major capital improvement projects. Manages a major departmental engineering program.

Required Qualifications
Graduation from an accredited college or university with a bachelor's degree in engineering, plus four years' field or office engineering experience. (Additional qualifying education beyond a bachelor's degree may be substituted on a year-for-year basis up to a maximum of two years for the required experience.)
OR
Possession of a certificate of registration as an Engineer in Training issued by a State within the United States of America, plus four years' field or office engineering experience.

Knowledge, Skills, and Abilities (Entry Level):
Knowledge of the theories, principles, and practices of engineering. Knowledge of engineering design procedures and standards. Knowledge of construction and inspection techniques.
Skill in applying engineering principles and practices. Skill in the preparation of reports, correspondence, and other documents. Skill in the review and drafting of engineering plans. Skill in solving engineering problems. Skill in conducting field investigations and inspections.
Ability to learn and interpret codes, regulations, and standards. Ability to read, prepare, and interpret maps, plans, and specifications. Ability to establish and maintain effective working relationships. Ability to perform mathematical computations. Ability to communicate effectively. Ability to analyze proposals and agreements. Ability to plan, assign, and review the work of a group of professional and technical employees. Ability to operate computers and peripheral equipment used to perform drafting and design work and conduct engineering studies.
Knowledge, Skills, and Abilities (Full Performance):
Knowledge of County and Departmental rules, regulations, policies, and procedures. Knowledge of County engineering standards and codes. Knowledge of public capital and operating budget preparation. Knowledge of the principles, practices, and techniques of computer aided drafting and design. Knowledge of computers and software used in GIS, computer modeling and engineering studies.
Skill in the analysis of proposals and agreements. Skill in planning, assigning, and reviewing the work of a group of professional and technical employees. Skill in performing computer aided drafting and design. Skill in the operation of computers and peripheral equipment to conduct engineering studies and solve technical problems.
Licenses and Certificates
Possession of a valid driver's license equivalent to a noncommercial, class C Maryland Driver's license may be required for some positions at the time of appointment.

EXAMINATION PROCEDURE
Qualified applicants will be assigned a rating based on an evaluation of their training and experience as submitted on their applications and supplemental questions. The work of this classification is essentially sedentary, with occasional walking, standing, and other limited physical activities including travel to various work sites.
