Examples of duties

The incumbent in this position must be able to successfully perform the following essential job functions and duties:

  • Development review
  • Review and respond to development proposals in unincorporated Summit County, based on the standards set forth in the County Land Use and Development Code for access and roads, floodplains, wetlands, steep slopes, and water quality.
  • Represent the Engineering Department at Planning Commission and Board of County Commissioners hearings for proposed developments in the county.
  • Review single- and multi-family residential, commercial and industrial permit submittals for compliance with grading and excavation, road and bridge, floodplain, and wetland development standards.
  • Review, issue, and administer grading and excavation permits, as well as wetland and floodplain development permits.
  • Project consultation
  • Provide consultation and assistance to other County Departments including the Road & Bridge, Open Space & Trails, Environmental Health, Planning, and Building Departments on active and pending projects.
  • Assist with inspections on road and trail projects as needed.
  • Coordinate with outside agencies (CDOT, service districts in the county, etc.) on projects taking place in Summit County.

  • Perform single- and multi-family residential, commercial, industrial and institutional final grading inspections
  • Perform subdivision improvement inspections
  • Respond to and administer reported Engineering related Code Violations
  • In-house design and quantities preparation assistance on selected civil projects
  • Respond to residents’ and visitors’ questions or concerns about activity in the County and County Engineering standards.
  • Perform other duties as assigned.This is an exempt, full-time, in-office position.

The regular work schedule is Monday through Friday, 8:00 a.m. to 5:00 p.m. Additional hours may be required to support planning commissions meetings, investigations, employee meetings, training, emergency response, or other operational needs.

Qualifications

  • Ability to maintain cooperative working relationships with those contacted in the course of work activities; Skill in word processing and basic computer programs; Knowledge of modern office practices and procedures; Ability to maintain files, records, and reports; Skill in document composition; Ability to coordinate multiple tasks efficiently; Knowledge of principles, practices, and applications of engineering; Knowledge of pertinent local and State codes, standards, laws, and ordinances; Skill in reading, writing, and advanced mathematics; Ability to communicate technical language effectively verbally and in writing; and Skill in analytical problem solving.
  • Ability to use initiative and independent judgment within established procedural guidelines; assess, prioritize and delegate multiple tasks, projects and demands; analyze and interpret the factors affecting engineering projects; perform mathematical calculations; demonstrate effective interpersonal relationships in bringing people together to solve problems.
  • Skills in analyzing and evaluating technical engineering data and construction documentation; the application of engineering theory to complex operational activities; preparing reports and checking designs, details, estimates, plans, and specifications of engineering projects; reviewing needs of County infrastructure, and prioritizing repair and maintenance projects; analyzing infrastructure issues, evaluating alternatives, and making logical recommendations based on findings; project management procedures and techniques; maintaining accurate and interrelated technical records, and identifying and reconciling errors; establishing and maintaining effective working relationship with consultants, contractors, other agencies and the public.
  • Intermediate to advanced proficiency level utilizing Microsoft Office applications including Excel, Access, PowerPoint, Word, and Outlook, and the ability to operate other standard office equipment, including telephones, calculators, copiers, etc. is required.
  • Must have a valid Colorado driver’s license at the time of appointment and throughout employment.

EDUCATION, EXPERIENCE, AND FORMAL TRAINING:

  • B.S. in engineering from ABET accredited university. Experience in transportation, water quality, floodplain management, GIS, surveying and/or public sector engineering is a plus.

LICENSES OR CERTIFICATES:

  • Registration as an E.I. or the ability to achieve registration within one year is required.
