Job Description

[What the role is]

The Civil Aviation Authority of Singapore (CAAS) is seeking a motivated officer to join the Ecosystem Development section under the Next Generation Programme Office. The role supports strategic engineering development initiatives for next-generation Air Navigation Services (ANS) systems and contributes to the development of CAAS’s long-term engineering capabilities.

[What you will be working on]

Engineering Capability Development

  • Develop and implement plans to build and sustain local engineering capabilities for next-generation ANS systems

  • Identify emerging technologies and capability needs to support long-term engineering development

  • Contribute to AI engineering work, including domain knowledge graphs, AI-enabled solutions, and model training, evaluation and fine-tuning

  • Apply AI and digital engineering tools to support requirements analysis, knowledge management, automation, testing and decision support

Programme Implementation

  • Support deployment of CAAS engineers and strategic partners within ANS programmes

  • Coordinate with stakeholders to track progress and resolve implementation issues

  • Maintain integrated plans and prepare senior management updates on capability development

Stakeholder and Industry Engagement

  • Engage internal stakeholders, industry partners, vendors and research organisations to advance capability development, knowledge transfer and engineering outcomes

  • Facilitate collaboration across CAAS divisions and external stakeholders to support programme delivery

[What we are looking for]

  • Trained in Engineering, Information Systems, Information Technology, Computer Science or equivalent

  • While experience in aviation or engineering systems development is preferred, fresh graduates with relevant fields of study are welcome to apply.

  • Experience coordinating cross-functional projects involving diverse technologies and multiple stakeholders is preferred

  • Hands-on familiarity with AI engineering practices, AI-powered platforms and digital engineering tools, including knowledge graphs, model training, evaluation and fine-tuning, and prompt engineering

  • Good understanding of data governance, responsible AI practices, and the management of engineering data and artefacts required to support AI-enabled solutions

  • Ability to understand technical concepts, assess emerging technologies and translate engineering needs into plans, reports and stakeholder proposals

  • Strong communication, analytical, problem-solving, stakeholder management and organisational skills, with sound judgment under pressure

  • Self-driven, team-oriented and able to travel for overseas training, meetings and work assignments if required

Your appointment designation will be commensurate with your relevant work experience. Successful candidates will be offered a 3-year contract in the first instance and may be considered for permanent appointment or subsequent contract renewal.
