Job Description

The Radiological Emergency Planning Group is seeking a highly motivated professional to join the team that provides oversight and support to the Radiological Emergency Response Organization (RERO) for the Electric Boat Shipyard and Submarine Base, New London.

The candidate will be assigned to support the Reactor Plant Technical Branch (RPTB) and support continuing efforts to maintain a fully staffed and proficient emergency response organization.

Responsibilities include:

  • Development of complex RERO exercises specifically in the area of Reactor Plant systems.
  • Planning, organizing, assigning and directing new and on-going RERO efforts, to include personnel assignment and certification, procedure development, team assessments, process surveillances and team training.
  • Coordination of the safe execution of complex Shipyard and SUBASE radiological emergency exercises, developing and integrating scenarios that test each team’s response capabilities while challenging the responders in order to expand their thinking.
  • Evaluation and assessment of RERO operations, identifying performance deficiencies and developing, implementing and tracking effective corrective actions.
  • Monitoring of and reporting on RERO performance, generating and communicating common metrics that clearly provide team leaders and senior managers with the information required to effectively allocate scarce resources while encouraging continuous improvement.
  • Engagement with regulatory and oversight agencies to demonstrate program compliance with Federal, State and company requirements.
  • Support for Program outreach activities, to include engagement with Federal, State and local emergency managers, police departments, fire departments, hospitals and regional nuclear power activities.

Qualifications

Required:

  • A Bachelor of Science degree or higher in engineering or related field
  • 5+ years of post-graduate engineering experience
  • Qualification in one or more of the following:
    • Nuclear Test experience (Shift Test Engineer (STE), Assistant Nuclear Chief Test Engineer (ACNTE) or Chief Nuclear Test Engineer (CNTE))
    • In lieu of Nuclear Test Experience, 8 years experience in the Naval Nuclear Propulsion Program (NNPP) with qualification as an Engineering Officer of the Watch (EOOW), Engineering Watch Supervisor (EWS) or Shutdown Reactor Operator (SRO)

Preferred:

  • A Bachelor of Science degree or higher in Emergency Management or Emergency Preparedness
  • US military experience in emergency preparedness, submarine operations or CBRN Responder
  • Completion of FEMA IS-700 and 800 series courses

Skills

  • Candidate must have an extremely in-depth knowledge of Naval Nuclear Propulsion plants and be able to develop complex scenarios which allows for multiple outcomes.
  • Candidate will be required to engage frequently with Naval Nuclear Laboratories (NNL) during the development and modeling of casualty scenarios.
  • Candidate must be able to obtain a DOD SECRET security clearance and must be able to maintain the required level of clearance while employed in the subject position.
  • Candidate must apply for, obtain and maintain Defense Biometric Identification System (DBIDS) approved access to supported facilities (i.e., SUBASE New London).
  • Candidate must be able to qualify and maintain qualification as a radiation worker.
  • Candidate should possess strong written and oral communication skills.
  • Candidate must be able to interface with all levels of Electric Boat and Navy leadership with ease.
