Job Description

Job Summary:

The Energy Portfolio Analyst supports the Government Services Energy portfolio through research, documentation, funding and policy monitoring, program alignment, and support material development. The role tracks market activity, funding sources, policy updates, program capabilities, documentation needs, and follow-up items; develops white papers and reference materials to support portfolio and program delivery; maintains records; and assesses where existing capabilities may apply to related programs, markets, or service areas.

Job Duties:

  • Maintains energy portfolio research, funding, policy, program capability, action item, and documentation trackers
  • Develops and implements standard operating procedures for energy rebate program funding stream analysis and program deliverables
  • Conducts program, market, funding, policy, client, partner, and service-area research to support portfolio awareness, planning, and program delivery
  • Monitors funding activity, policy developments, procurement cycles, program trends, and regulatory updates relevant to energy services
  • Assesses alignment between program information, existing capabilities, service models, documentation needs, and implementation considerations and provides process improvement recommendations
  • Serves as primary point of contact for energy portfolio clients and program staff to review performance management
  • Develops white papers, briefing materials, capability summaries, research summaries, reference tools, and internal support materials
  • Coordinates information requests, tracks follow-up items, documents decisions, and provides overall accountability across portfolio and program teams
  • Develops and implements program budget trackers and appropriate reports as required by the program scope and 2CFR200 requirements
  • Develops and implements funding update reports, policy change trackers, decision matrices and policy research documents.
  • Supports alignment of services, tools, templates, documentation standards, and lessons learned across energy programs
  • Other duties as required

Qualifications, Knowledge, Skills and Abilities:

Education:

  • Bachelor’s degree in Business Administration, Communications, Technical Writing, Energy, Public Policy, Public Administration, Environmental Studies, preferred; or high school diploma/GED with five (5) or more years of experience in research, documentation, project coordination, energy programs, public sector programs, funding or policy monitoring, or professional services, required

Experience:

  • Four (4) or more years of experience in research, documentation, project coordination, energy programs, public sector programs, funding or policy monitoring, or professional services, required
  • Experience in consulting, government program, infrastructure, sustainability, energy-related, or federally-funded program support, preferred

License/Certifications:

  • N/A

Software:

  • Proficiency in Microsoft Word, PowerPoint, Excel, Teams, and SharePoint, required
  • Experience using tracking tools, document repositories, collaboration platforms, research databases, or similar systems to maintain portfolio materials, reports, records, and supporting documentation, required

Language(s):

  • N/A

Other Knowledge, Skills & Abilities:

  • Knowledge of energy program operations, portfolio support, research, documentation, funding activity, policy monitoring, or public sector program support
  • Knowledge of energy markets, funding opportunities, policy developments, regulatory considerations, partner ecosystems, or program support environments
  • Ability to evaluate program, funding, market, and policy information and summarize implications for portfolio planning, service alignment, documentation, and program support
  • Ability to translate research into clear white papers, summaries, briefing materials, reference tools, and internal support materials
  • Strong organizational and project coordination skills, including management of trackers, documentation needs, assignments, deadlines, follow-ups, and stakeholder requests
  • Proactive, dependable, and detail-oriented, with strong communication, responsiveness, follow-through, and recordkeeping skills
