Primary Purpose:
Leads complex planning assignments, interprets emerging regulations, and develops advanced modeling scenarios to guide procurement strategies and optimize portfolio performance under dynamic market conditions.
Duties and Responsibilities:

  • Leads development of integrated resource plans and long-term energy strategies.
  • Advises on compliance measures and risk mitigation for regulatory obligations.
  • Conducts scenario modeling for capacity planning and portfolio optimization.
  • Represents the company in regulatory workshops, stakeholder meetings, and technical conferences.
  • Develops internal policies to align with new directives on clean energy and emissions reduction.
  • Provides guidance on market participation strategies and pricing impacts.
  • Reviews and validates planning assumptions, methodologies, and forecasting tools.
  • Mentors junior staff on advanced policy analysis and planning techniques.
  • Performs other duties as assigned.

Qualifications

Required Qualifications:

  • Typically requires a 4 year degree in a relevant field, or equivalent combination of relevant education and experience.
  • Typically requires 8 years of related experience.

Knowledge, Skills, and Abilities:

  • Regulatory Frameworks - Understands federal, state, and local energy regulations, market rules, and compliance requirements.
  • Energy Market Dynamics - Knowledge of wholesale and retail energy markets, pricing structures, and capacity planning principles.
  • Integrated Resource Planning - Familiarity with methodologies for long-term resource adequacy and portfolio optimization.
  • Environmental and Sustainability Policies - Knowledge of decarbonization strategies, renewable portfolio standards, and climate mandates.
  • Economic and Financial Analysis - Understands cost-benefit analysis, rate structures, and investment evaluation for energy projects.
  • Analytical and Modeling Skills - Ability to develop and interpret forecasting models, scenario analysis, and risk assessments.
  • Policy Interpretation and Development - Skill in translating complex regulatory language into actionable internal policies and strategies.
  • Stakeholder Communication - Strong written and verbal communication skills for engaging regulators, policymakers, and internal teams.
  • Strategic Thinking - Ability to anticipate policy trends and integrate them into long-term planning and business strategies.
  • Cross-Functional Collaboration - Ability to work effectively with operations, trading, resource planning, and sustainability teams to achieve compliance and strategic goals.
