In late 2021, Toronto City Council adopted ambitious targets of reducing greenhouse gas emissions 45% by 2025, 65% to 2030, and net zero by 2040. To enhance transparency and the City's accountability for these targets, ECF oversees the Carbon Accountability framework that makes use of emissions budgets as a planning and management tool.

Striving towards making Toronto one of the most sustainable cities in the world, Environment, Climate & Forestry facilitates the development of corporate and community-wide environmental and climate policies and programs.

Corporate Transformation facilitates the full-scale delivery of a holistic net-zero transition strategy for the City of Toronto fleet and building assets, ensuring the City exemplifies the principles it promotes. 

The team delivers strategic, innovative approaches and initiatives that drive the City’s transition to a net-zero future. 

Major Responsibilities:

Reporting to the Senior Project Manager, Reporting & Compliance, the Energy Management Analyst will analyze, monitor, and track energy data in order to support implementation of energy and carbon accountability across the municipal government. Expected tasks include:

  • Conduct research and analysis and provide recommendations on systematic approaches for monitoring and quantifying the greenhouse gas impact of projects, programs, by-laws and other initiatives
  • Develop a reporting protocol for internal and external audiences, leveraging vast datasets and KPIs to show progress towards the City’s climate goals
  • Collect, maintain and update data for use in a City-run dashboard
  • Prepare and provide information, energy and GHG emission trends and reports in various formats to City users and Agencies, and Commissions
  • Monitors and verifies energy and cost savings from energy efficiency retrofit projects, as well as emissions impacts
  • Liaises with other government organizations and utility companies to maintain access to relevant legislation, programs, incentives, and funding in energy management and energy efficiency programs.
  • Update and maintain resources for Divisions, Agencies, and Commissions, related to Corporate climate goals.

Key Qualifications:

  1. Post-secondary education from a recognized university or community college in a field relevant to energy/emissions accounting, data science, or climate change mitigation policy, or equivalent combination of education and experience
  2. Considerable experience in evaluating, manipulating, and analyzing large data sets, spreadsheets, and databases, related to energy and/or emissions
  3. Experience in mathematical and statistical analysis
  4. Experience in energy conservation and demand management, associated with building energy systems.
  5. Experience in report development to inform on KPIs and provide recommendations
  6. High degree of initiative and interest in the fields of climate change mitigation and energy management
  7. Demonstrated background in report writing
  8. Excellent communication and interpersonal skills
  9. Skilled in planning and organizing to effectively work under time constraints as a team member or individually
  10. Understanding of utility invoicing and energy data collection (electricity, natural gas, steam, chilled water).
  11. Accreditation in energy management or greenhouse gas accounting would be an asset
  12. Knowledge of energy auditing and energy modelling would be an asset.
