High-Level Overview

Project:
The client is seeking an Energy Infrastructure & Electrification Advisor to provide technical leadership and coordination support to the Energy Compact Delivery and Monitoring Unit (CDMU) under Mission 300 in Mauritania.

The Energy Advisor will support implementation of national electrification and energy transition priorities, including renewable energy deployment, gas-based generation, grid integration, and alignment of infrastructure investments with Compact targets. The role combines technical advisory responsibilities with structured coordination across government institutions, private developers, financiers, and development partners.

Key Deliverables:
Energy Technical Advisory & Coordination

  • Provide technical assistance and strategic guidance across renewable energy (solar, wind, hydro) and gas-based generation initiatives.
  • Lead and coordinate energy-related activities under the Compact framework.
  • Ensure alignment of power generation and renewable projects with Compact targets.

Project Review & Bankability Support

  • Review and technically evaluate energy projects proposed by developers.
  • Support bankability assessments in collaboration with public institutions and financiers.
  • Coordinate technical due diligence processes.

Systems & Regulatory Support

  • Support tariff analysis and grid integration studies.
  • Contribute to development of technical standards and regulatory frameworks.
  • Support development and implementation of national energy strategies aligned with electrification and transition goals.

Reporting & Committee Support

  • Prepare technical reports, recommendations, briefing notes, and presentations
  • Support coordination committees established under Mission 300.
  • Deliver monthly progress and risk mitigation reports

Key Outputs

  • Inception Report (within two weeks of contract start)
  • Technical review reports and advisory notes
  • Monthly progress reports
  • Completion Report (two weeks before contract end)

Requirements

Experience Required:

  • Minimum 7 years’ experience in renewable energy and/or gas-based generation.
  • Experience across power generation, transmission, and distribution projects.
  • Experience working with government institutions and development partners.

Technical Requirements:

  • Master’s degree (bac+5) in Energy, Engineering, Electricity, or related field.
  • Familiarity with grid modelling or renewable energy simulation tools.
  • Strong analytical and reporting capability.
  • English required; French desirable.

Other Skills:

  • Strong stakeholder coordination skills across government, private developers, and development partners.
  • Ability to translate complex technical information into clear, structured written outputs.
  • High level of accountability and discipline in meeting reporting deadlines.
  • Analytical problem-solving capability in multi-institutional environments.
  • Professional integrity and discretion when working with public institutions and financiers.
  • Must be a citizen of an African Development Bank member country.
  • Ability to deliver required reporting in English within defined deadlines.
