The Enabling Technology (ET) Business Analyst is responsible for partnering with business stakeholders and Enabling Technology teams to align business needs, priorities, and objectives with technology capabilities and solutions. This incumbent will facilitate stakeholder engagement, requirements gathering, and business process analysis to support the successful delivery of technology initiatives and organizational outcomes. The position will serve as a liaison between business and technology teams, helping define and implement solutions across enterprise platforms, data and analytics, AI, automation, integrations, and modernization efforts while ensuring alignment with business needs, technology standards, and strategic goals.This vacancy will be filled at one of two levels - Business Analyst or Business Analyst Senior. Selected applicant will be offered the position that most closely matches their education and experience.

Salary Range

Business Analyst: $73,790-$92,237

Business Analyst Senior: $89,286-$111,608

WHAT YOU WILL DO:

Business Analysis

  • Assists with developing, assessing, and reviewing user requirements, procedures, and problems to automate or improve existing systems and computer system capabilities, workflow, and scheduling limitations.
  • Compiles, develops, and documents user requirements.
  • Develops and/or reviews complex system documents to convey business requirements and support efficient system design.
  • Reviews, assesses and participates in the development of business processes.
  • Aids developers, systems analysts, or customers on system applications, software, and hardware.
  • Creates and reviews project deliverables such as design documentation, test scenarios, user interface prototypes and provides comments and suggestion to document owners.
  • Establishes long-range objectives and specifies the strategies and actions to achieve them.
  • Identifies potential project risks and difficulties, and designs strategies to mitigate or avoid them.
  • Develops, assesses, and reviews user requirements, procedures, and problems to automate or improve existing systems and computer system capabilities, workflow, and scheduling limitations.(Senior)
  • Works with agency stakeholders for the development of business processes and to ensure that processes are implemented correctly. (Senior)
  • Provides guidance to QA staff on testing needs and sets quality gates for future development. (Senior)
  • Provides support for business users, determines workarounds and helps to coordinate prioritization of issues. (Senior)

Business Experience Architecture and Demand Management

  • Analyzes and assists with interpreting and developing strategies for operational needs.
  • Analyzes and provides input on priorities of roadmaps by business value.
  • Analyzes and aligns technical solutions with business needs.
  • Facilitate discussions with business to define value metrics for each new product/project.
  • Analyze the project vision and identify the objective and subjective BVR metrics.
  • Assist with measuring the business value across the lifecycle of the product/solution.

  • Performs business functional testing, testing of new system functionality, and participates in the defect triage process.
  • Creates and validates user acceptance test plans and test scripts.

  • Provides post-project support to system users.

Testing & Training (Senior)

  • Performs business functional testing, testing of new system functionality, and participates in the defect triage process.
  • Creates and validates user acceptance test plans and test scripts.
  • Coordinates user acceptance testing for business users.
  • Provides post-project support to system users.
  • Reviews all training materials and advises training teams on the processes that require business user training.
  • Develops training curriculum, system documentation, and online help.
  • Assists in training professional and technical staff.

Research and Program Support

  • Provides staff and users with assistance in solving computer-related problems, such as malfunctions and program problems.
  • Provides assistance to developers, systems analysts, or customers on system applications, software, and hardware; and provides production support to users of systems and applications, including on-site support as needed.
  • Analyzes program policies and procedures to determine their effect on automated systems and system functional areas.
  • Serves as a liaison by providing consultation, documentation, and direction to other areas with regard to analysis, design, configuration, testing, and policy implementation within all systems.

Assists business users, project managers and leadership in optimizing the scope, benefits and risks of proposed projects and helps to manage the expectations. (Senior)

WHAT YOU WILL BRING:

Required Education

  • Bachelor’s degree from an accredited four-year college or university.
  • High school diploma or equivalent and addition full-time experience in business analysis, system analyst, quality assurance, software development or similarly related experience may be substituted on an equivalent year-for-year basis.

Required Experience

  • Three (3) years of full-time directly related, progressively responsible experience in business analyst, functional analyst, product management, project management, consulting, or similarly related experience.
  • Five (5) years of full-time directly related, progressively responsible experience in business analyst experience, including experience on large technology projects or related experience.(Senior)
  • A master's degree or doctoral degree in a directly related field may be substituted on an equivalent year-for-year basis.

Required Registration, Certification, Licensure

  • None.

Preferred Qualifications

  • Experience eliciting and documenting requirements on large software projects.
  • Experience with the software quality assurance process, including user acceptance testing and performance testing.

Knowledge, Skills, and Abilities Knowledge of:

  • Software development lifecycle and systems development lifecycle concepts.
  • Business and management principles involved in resource allocation, production methods, and coordination of people and resources.
  • Business analysis methodologies.

Skill in:

  • Analyzing and evaluating complex information technology programs, policies, and issues.
  • Developing creative and workable solutions to complex problems and issues.

Ability to:

  • Analyze and interpret technical information including regulations, policies, and automation system documentation/specifications.
  • Communicate effectively, verbally and in writing.
  • Translate user/business needs into a technical style.
  • Effectively communicate technical instructions to system users.
  • Analyze, evaluate and integrate business rules into system requirements.
  • Exercise sound judgment in making critical decisions. (Senior)
