Summary

Under general direction, the purpose of the position is to perform responsible management work involving the coordination of EMS Training and EMS Operations. The employee will work with the Division Chief of EMS to ensure compliance with all departmental policies, procedures, protocols, State and National Standards, and regulatory requirements applicable to the work. Employees in this classification will function at a supervisor level and are responsible for overseeing and ensuring the efficiency and effectiveness of EMS operations. The employee will work with the Quality Assurance Officer to assist in the delivery of EMS quality control, and the Division Chief of EMS to provide training.

  • Provides leadership and administrative oversight for the department’s EMS Education and Training Program; develops, implements, and evaluates strategic goals, objectives, performance measures, and long-range initiatives supporting the Division Chief of EMS.
  • Directs, supervises, mentors, evaluates, and develops EMS Training personnel, instructors, coordinators, preceptors, and assigned staff while promoting accountability, succession planning, and professional development.
  • Serves as the department’s program manager for EMS education by developing, implementing, evaluating, and continuously improving EMS education programs in compliance with State, National, Medical Director, and accreditation standards.
  • Provides oversight of the Paramedic Preceptor Program, Field Training Program, internship program, and instructor development.
  • Leads evaluation and implementation of new equipment, medications, technology, simulation systems, and evidence-based clinical practices.
  • Directs department-wide EMS credentialing, continuing education, annual competency validation, licensure compliance, and remediation programs.
  • Develops departmental policies, SOGs, educational standards, curriculum, testing, and compliance documentation.
  • Collaborates with the Medical Director, Quality Improvement, and operational leadership to develop, implement, evaluate, and revise EMS protocols and clinical practice guidelines.
  • Develops and administers the EMS Training budget, capital equipment requests, grants, and strategic resource planning.
  • Represents the department with hospitals, educational institutions, State EMS, regional committees, accreditation organizations, and professional associations.
  • Oversees the department's EMS Quality Improvement educational initiatives using clinical performance data and outcome measures.
  • Coordinates regulatory inspections, accreditation activities, and state compliance reviews.
  • Functions as an EMS command officer during major incidents, disasters, and special events as assigned.
  • Develops annual EMS competency plans, continuing education schedules, and workforce development initiatives.
  • Performs other related duties consistent with a management-level EMS Training Captain.

Qualifications

Education: High School Diploma or GED. Associate degree in Fire Service or EMS preferred.

Experience: Minimum of (10) years' experience as a functioning and released Paramedic with Osceola County Fire Rescue, or Minimum of one (1) year of experience as an Osceola County Fire Engineer and a functioning released Paramedic, or Current Osceola County Fire Lieutenant and a functioning released Paramedic, or Minimum of five (5) year paid, professional experience as a Company Officer with another Fire Department with a minimum of six (6) years as a functioning State of Florida Paramedic, any combination of previous education and relevant experiences that is deemed acceptable by the fire chief.

Required Certifications:

  • Florida Firefighter II
  • Florida State Instructor I, II, or Ill Certificate
  • Florida State Fire Officer I Certificate
  • 16 Hour EVOC course approved by the State of Florida
  • Valid Florida Driver's License
  • Florida State Certified Paramedic
  • American Heart Association Basic Life Support
  • American Heart Association ACLS
  • American Heart Association CPR Instructor
  • American Heart Association ACLS Instructor

Certifications to be obtained within one (1) year:

  • PHTLS course certification
  • PEEP, PALS, or another equivalent pediatric course.
  • Must be a certified instructor in two (2) of the following: ACLS, CPR, PALS, or PHTLS
  • Current version of NIMS training IS-100 and IS-700.

Supplemental information

  • Ability to effectively train and supervise staff comprised of professionals engaged in carrying out EMS functions.
  • Thorough knowledge of the principles and practices of fire rescue and paramedic work, governing laws, ordinances, policies, and procedures.
  • Thorough knowledge of pre-established County and State policies and procedures applicable to the work.
  • Ability to supervise and provide safe medical rescue methods, procedures, and practices.
  • Ability to understand, follow, direct and supervise written and oral instructions.
  • Ability to clearly communicate information both verbally and in writing.
  • Skill in the principles and techniques of customer relations skills; ability to deal diplomatically with irate, violent or frantic individuals; ability to react quickly and calmly in emergency situations.
  • Skill in analytically observing, and objectively and clearly reporting routine and non-routine emergency, and non-emergency activities.
  • Ability to read, update and maintain various records and files.
  • Ability to operate basic office equipment.
  • Ability to access, operate and maintain various software applications.
  • Ability to establish and maintain effective working relationships with departmental staff, supervisors, and the public.
  • Skill in operating moderately heavy/heavy fire rescue vehicles and equipment.

PHYSICAL DEMANDS:

  • Physical Demand: Heavy
  • 100 pounds maximum lifting.
  • Frequent (up to 2/3 of the work time) lifting, carrying up to 50 lbs.
  • Expressing or exchanging ideas by spoken word or perceiving sound by ear.
  • Good eye sight for production or safety of self and others.
  • Required to have clear vision at distances of 20 inches or less.
  • Required physical agility in climbing, kneeling, bending, stooping, crawling, and reaching.
