This is an internal opportunity for current Williamson County EMS employees only.
Reporting directly to the Operations Division Commander, responsible for supervising ambulance and crew in assigned region(s).
Examples of duties
- Supervises and evaluates the work of Lieutenants and personnel in assigned region(s)
- Trains new lieutenants as acting Commander
- Mentors lieutenants in the performance of their tasks and personnel management
- Completes performance evaluations and documents performance improvement plans; implements disciplinary action as needed
- Assists with updates of Standard Operating Guidelines and Scope of Care
- Provides staff development, coaching, mentoring, and positive reinforcement to staff in assigned region
- Tracks and reports staffing changes to the Staffing Specialist by off-going day
- Reviews Computer Aided Dispatch (CAD) logs as required and periodically reviews Electronic Patient Care Reporting (ePCR)
- Approves movement of units leaving the County or between regions
- Identifies, tracks, and reports issues or concerns within the system and submits suggestions for appropriate changes
- Communicates system news, guidelines, changes, and information to staff
- Coordinates and facilitates teams, system projects, and meetings as necessary
- Investigates concerns and develops a plan for resolution
- Resolves public, interagency, inter-shift, inter-region, officer, and Lieutenant conflicts
- Attends meetings, conferences, workshops, and training sessions and reviews publications and audio-visual materials to become and remain current on principles, practices, and new developments in assigned work areas
- Keeps immediate supervisor and designated others fully and accurately informed concerning work progress, barriers, and red flags
- Utilizes discipline as necessary including friendly reminder, documented discussion, written counsel, notice of unsatisfactory performance
- Performs clinical and operational duties required of a Paramedic
- Assumes the duties of the Operation Division Commander as requested
- Respond to and staff the Emergency Operations Center during activations, both on and off duty
- Assume the appropriate command role during major incidents
- Provide guidance on medical scenes as needed
- Performs special duties as assigned

PHYSICAL DEMANDS
- Position involves safely operating a motor vehicle and emergency equipment under normal and emergency conditions without any equipment modifications specific to any individual operator
- Position involves prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, lifting, climbing, squatting, and stooping in the performance of daily activities
- Position involves accessing patients on foot over rough terrain and obstacles
- Position involves hearing audible sounds and speaking in a clear, understandable voice
- Position involves extricating persons from vehicles
- Position involves partner to carrying equipment and patients weighing up to 225 pounds
- Physical Abilities
- Must be able to perform strenuous physical requirements such as CPR, lifting and moving of equipment and patients in a variety of environmental conditions
- Fine Motor Skills
- Must be able to perform required medical skills and techniques, such as bandaging, splinting, establishing an IV, performing endotracheal intubation and other advanced airway techniques, manual defibrillation, pleural decompression, and pericardiocentesis
- Vision
- Must have correctable vision acceptable for day and night operation of emergency vehicles
- Must have color acuity adequate for determination of skin and blood color
- Must be able to read medication dosages on drug labels and syringes
- Hearing
- Must be able to hear and understand information provided by patients, family, or bystanders
- Must be able to hear breath sounds and accurately determine auscultated blood pressures
- Must be able to differentiate separate conversations in active distracting environments
- Must be able to hear and understand radio traffic when responding with lights and sirens
- Speech
- Must be able to speak and enunciate clearly and at a level audible to others in loud conditions
- Must be able to speak clearly in stressful situations
- Must be able to verbally communicate with patients, families, and other emergency personnel
ENVIRONMENTAL FACTORS
- May be required to work in inclement weather, including extreme heat, cold and wet conditions
- High-volume, fast-paced environment dealing with life-threatening situations
- Constant contact with the public under duress and in crisis situations
IRREGULAR HOURS
- Work outside of the normal office hours (Monday-Friday 8 a.m. to 5 p.m.) is required
- Essential personnel for emergency situations; discretion of department director
- Regular attendance is required

Qualifications
- Associate degree in a related field; or an equivalent combination of education and experience
- Three (3) years of experience as Lieutenant
- Cleared and eligible to step-up to commander
LICENSES AND CERTIFICATIONS
Required
- Certified or licensed by the Texas Department of State Health Services as a paramedic
Required within thirty (30) days of employment
Required within one (1) year of promotion
- Federal Emergency Management Agency (FEMA) Incident Command System (ICS) 300 & 400
PREFERRED QUALIFICATIONS
- Bachelor’s degree in a related field or an equivalent combination of education and experience
