Job Description

The Office of Chief Medical Examiner investigates cases of persons who die within New York City from criminal violence, by accident, by suicide, suddenly when in apparent health, when unattended by a physician, in a correctional facility or in any suspicious or unusual manner or where an application is made pursuant to law for a permit to cremate a body of a person.

The core functions of the Human Resources & Labor Relations Unit include recruitment, onboarding/offboarding, employee discipline, labor relations, performance management, payroll, timekeeping, leaves, and professional development. We are seeking a manager to oversee employee services and records area, provide strategic and operational leadership for key HR functions, and ensure effective HR employee services and record management operations. The selected candidate will assist with various tasks included but not limited to:

  • Provide strategic leadership and oversight of HR functions related to timekeeping, payroll, employee leaves, benefits, employee records, and personnel services.
  • Manage and monitor leave management programs, including leave balances, timekeeping records, personnel actions, and employee data.
  • Ensure accurate, timely, and compliant payroll and timekeeping operations; coordinate with internal and external entities to resolve complex payroll and timekeeping issues.
  • Manage audits and reviews of employee records, timekeeping, and leave management, ensuring timely corrective action and regulatory compliance.
  • Oversee confidential personnel records, ensuring accuracy, security, and compliance with records retention requirements.
  • Supervise and evaluate employee services and records management staff.
  • Provide guidance and support to employees, managers, and leadership regarding HR policies, benefits, leave, payroll, timekeeping, and complex employee-related issues.
  • Establish and improve policies, procedures, and workflows to streamline processes, improve productivity, and enhance operational efficiency.
  • Prepare and analyze metrics and reports related to workforce attendance, leave utilization, employee records, and operational performance, and provide recommendations to leadership.
  • Maintain the confidentiality and integrity of sensitive employee information while ensuring appropriate access and timely responses.
  • Perform other duties as assigned.

Qualifications

  1. A baccalaureate degree from an accredited college and four years of satisfactory, full-time progressively responsible clerical/administrative experience requiring independent decision-making concerning program management or planning, allocation for resources and the scheduling and assignment of work, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or
  2. An associate degree or 60 semester credits from an accredited college and five years of satisfactory, full-time progressively responsible experience as described in "1" above, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or
  3. A four-year high school diploma or its educational equivalent and six years of

satisfactory, full-time progressively responsible experience as described in "1"

above, 18 months of which must have been in an administrative, managerial,

executive or supervisory capacity. The supervisory work must have been in the

supervision of staff performing clerical/administrative work of more than

moderate difficulty; or

  1. Education and/or experience equivalent to "1", "2" or "3" above. However, all

candidates must possess the 18 months of administrative, managerial, executive or supervisory experience as described in "1", "2" or "3" above. Education above

the high school level may be substituted for the general clerical/administrative

experience (but not for the administrative, managerial, executive or supervisory

experience described in "1", "2" or "3" above) at a rate of 30 semester credits

from an accredited college for 6 months of experience up to a maximum of 3½

years.
