Job Category: Human ResourcesGeneral Description:
The Employee Relations Specialist is responsible for overseeing all aspects of employee relations, including handling employee complaints, conducting investigations, and providing management support. This role also involves supporting the HR team in HRIS administration, employee transaction processing, and performance appraisal support as needed.
Minimum Education and Experience Requirements:
Requires a Bachelor's Degree in human resources, business administration or related field. Requires two years in, employee relations, human resources, or closely related experience. The equivalent combination of experience and education may be considered.
Special Certifications and Licenses:
Valid Driver’s License
Desirable Knowledge, Skills, and Abilities:
- Strong understanding and knowledge of employment laws, regulations, HR compliance, and audit processes.
- Considerable knowledge of data processing and related software.
- Considerable knowledge of automated payroll systems and comprehensive personnel transactions.
- Knowledge of city, state, and federal laws applicable to human resources.
- Knowledge of performance management and appraisal processes.
- Knowledge of risk mitigation measures.
- Extensive, autonomous skill in handling, addressing, investigating, and resolving employee relation matters.
- Excellent communication, negotiation, and conflict resolution skills.
- Considerable skill in Microsoft Office, especially Excel, PowerPoint, Outlook and Word.
- Exceptional attention to detail and organizational skills.
- Excellent written and verbal communication abilities.
- Ability to manage multiple priorities and meet deadlines.

- Work is performed onsite.  The incumbent must be present at work to perform the essential functions of this job.
Essential Job Functions:
1. Employee Relations:
- Responds to all employee complaints and concerns, ensuring timely and effective resolution.
- Conducts thorough and impartial investigations into employee concerns and workplace issues.
- Provides guidance to supervisors on employee behaviors, performance issues, and disciplinary actions.
- Oversees Performance Discussion Forms (Significant Events, Oral, Written, Performance Improvement Plans, New Hire Probation) allowing for consistency and support for supervisors/managers.
- Ensures compliance with all relevant employment laws and regulations.
2. Regulatory Compliance:
- Prepares draft responses and gathers documentation for regulatory agencies (EEOC, SCHAC, Unemployment, USERRA).
- Supports compliance with employment laws and City policies.

- Assists with drafting, updating, and maintaining job descriptions.
4. HR Support:
- Provides HRIS administrative support, including employee data updates and basic system transactions.
- Assist supervisors with the performance appraisal process.
- Participates in interview panels for supervisory positions as needed.
5. Communication and Department Partnerships:
- Assists with preparing and distributing HR monthly talking points.
- Represents HR Department at Safety Meetings as appropriate.
- Supports job classification and leveling requests by gathering data and preparing documentation, as needed.
- Serves as a facilitator for City-wide training.
- Coordinates the ADA process with employees and applicants.
- Conducts new hire meetings and exit interviews and prepares follow‑up reporting.
Performs all other duties as may be assigned to meet organizational needs.
