Summary
The Employee Assistance Program (EAP) Representative provides supportive services to MBTA and MassDOT employees, retirees, and their family members, as it relates to issues that will affect the employee’s ability to perform job duties, work life balance, and quality of life. Services include crisis intervention, brief, solution-focused counseling, psychological first aid, referrals for goods or services; educational programing for agencies and/or employees; support for supervisors. The selected candidate will also participate in the development and implementation of programming to assist the MBTA and MassDOT in maintaining a drug-free workplace for all employees. They will be responsible for DOT Substance Abuse Professional (SAP) evaluations, education, treatment, referrals, and follow-up services. They will be required to adhere to work procedures consistent with agencies’ policies and deliver services as assigned in MBTA locations and MassDOT offices statewide. The selected candidate will monitor compliance with MBTA/MassDOT policies and performance by employees as assigned to meet established goals.
Examples of duties
- Deliver effective EAP services that support employee wellbeing and workplace performance.
- Conduct SAP evaluations, psychoeducation, treatment referrals, follow-up services, and testing requirements as required by 49 CFR part 40, Subpart O.
- Conduct assessments to identify employees’ issues and develop appropriate intervention strategies, including referring employees to appropriate agency or community resources and coordinating satisfactory transitions from EAP services.
- Provide short term, solution focused, confidential counseling for employees experiencing a range of personal, job-related, mental health, substance abuse, and/or family/relationship concerns.
- Represent EAP across MBTA and MassDOT locations for consultation with management or employees to assist in the identification and resolution of employee performance issues related to personal challenges, including but not limited to health, marital, financial, alcohol, drug, legal, emotional, stress, or other concerns.
- Conduct regular follow-ups with employees to ensure the effectiveness of interventions and programs.
- Collaborate with management, supervisory personnel, and Human Resources to identify, assess, and resolve workplace or productivity issues that impact organizational objectives.
- Provide immediate emotional support and crisis intervention to employees, supervisors and management in crisis/emergency situations and when requested.
- Develop and/or deliver educational programs and workshops on various health and wellness topics, including all drug and alcohol required trainings.
- Maintain documentation and records as required by the MBTA and MassDOT as well as state and federal regulations, including tracking and reporting on EAP utilization and outcomes.
- Maintain strict confidentiality and adhere to ethical standards while handling all client information in accordance with legal and ethical standards, including laws and regulations.
- Actively participate in clinical supervision, including group and individual meetings.
- Maintain professional licenses and qualifications while keeping abreast of emerging trends, research, and best practices in the Employee Assistance Program (EAP) field.
- Participate in a rotating on-call schedule, shared among program staff, to provide coverage 24/7 including overnight, weekends, and holidays.

Supervision
Qualifications
- A Bachelor’s Degree from an acredited institution
- Eligible for Qualification as a Substance Abuse Professional (SAP) as required by 49 CFR 40, subpart O and obtain certification within three (3) months of hire.
- Licensed Independent Social Worker (LICSW) or Licensed Mental Health Worker (LMHC) or Clinical Mental Health Counselor (CMHC) or Certified Employee Assistance Professional (CEAP) or Licensed Drug and Alcohol Counselor (LADC) or Licensed Certified Social Worker (LCSW).
- Five (5) years of experience in one or more of the following: psychiatric, alcohol and drug assessment/treatment, family services or related mental health human services or counseling services including providing education/treatment in a group setting with non-voluntary clients.
- Demonstrated ability to provide short-term counseling, crisis intervention, and clinically appropriate referrals.
- Knowledge of therapeutic protocols, approaches, and interventions for common mental health and substance use issues.
- Excellent communication skills to listen and empathize with employees’ problems, offer advice, and discuss possible solutions.
- Ability to maintain confidentiality and respect clients’ privacy, ensuring that employees feel safe discussing personal issues and comply with all legal and ethical requirements.
- Ability to identify and coordinate referrals to appropriate community and long-term treatment resources.
- Demonstrated experience working with a diverse population and understanding of various cultural, social, and economic backgrounds.
- Demonstrated ability to handle high-stress situations and crises with calmness and professionalism.
- Understanding of EAP-related legal and ethical standards, including confidentiality and compliance requirements.
- Ability to regularly work onsite at the primary work location located at 10 Park Plaza, Boston, MA.
- Ability and willingness to travel for site visits throughout the MBTA and MassDOT service areas.
- Ability and willingness to participate in a rotating on-call schedule, shared among program staff, to provide coverage 24/7 including overnight, weekends, and holidays.
Substitutions
- A High School Diploma or GED with an additional seven (7) years of directly related experience substitutes for the Bachelor’s degree requirement
- An Associate’s degree from an accredited institution an additional three (3) years of directly related experience substitutes for the Bachelor’s degree requirement
- A Master’s degree in a related subject substitute for two (2) years of general experience.
- A nationally recognized certification, or statewide/professional certification in a related field substitutes for one year of experience
