Overview
Prevailance is seeking an Electromagnetic Operations & Electromagnetic Warfare (EMO/EW) Subject Matter Expert (SME) to support North Atlantic Treaty Organization (NATO) Headquarters Supreme Allied Commander Transformation (HQ SACT) Capability Development Management Support (CMDS) in Norfolk, Virginia. This position is expected to work on-site and may require up to 40 days of travel annually.
The EMO/EW SME supports the development and lifecycle management of NATO electromagnetic operations and electromagnetic warfare capabilities. This position provides program management and capability development support across Doctrine, Organization, Training, Material, Leadership, Personnel, Facilities, and Interoperability (DOTMLPFI) lines of development and coordinates with EMO/EW and Joint/Multi-Domain Effects stakeholders from the tactical through strategic levels.
Responsibilities Include, But Are Not Limited To:
- Support development of EMO/EW capability products in accordance with NATO governance for delivery of common-funded capabilities across DOTMLPFI lines of development throughout the capability lifecycle
- Support the Joint Effects (JE) Capabilities Program Director and Project Coordinators in program management activities and engagement with EMO/EW and Joint/Multi-Domain Effects stakeholders from the tactical through strategic levels
- Support EMO/EW-related projects, including EMO/EW-related Beacon Projects, as directed by the JE Capabilities Program Director and JE Integrator/Architect
- Support the elicitation, capture, development, analysis, evaluation, and traceability of higher- and lower-level requirements, including capability targets, operational requirements, system specifications, and interoperability requirements across DOTMLPFI
- Support development, analysis, and review of EMO/EW-related policies, doctrines, directives, concepts of operation and employment, courses of action, alternatives, and other doctrinal products
- Coordinate DOTMLPFI development and implementation synchronization and support development of recommended courses of action addressing capability development issues throughout capability lifecycles
- Organize and participate in workshops, seminars, conferences, and meetings supporting EMO/EW capability development activities
- Collaborate with national and international military and civilian organizations, including centers of excellence and academia
- Maintain EMO/EW capability development program status information within the electronic environment supporting warfare development information-sharing and coordination
- Support engagement with NATO Agencies related to EMO/EW capability development programs and capability validation
- Identify lessons and best practices and support their integration into organizational learning
- Perform additional program management activities as directed by the JE Capabilities Program Director and Contracting Officer's Technical Representative (COTR)
Requirements
Qualifications
- Minimum 5 years of demonstrated experience within the last 10 years briefing senior leaders and decision-makers
- Minimum 5 years of demonstrated operational knowledge of EMO/EW within the last 12 years at the tactical or Joint level, as a military officer or civilian
- EMO/EW experience may include areas such as:
- Joint Interface Control Officer (JICO) and multi-interface Tactical Data Link (TDL) operations
- Navigation Warfare (NAVWAR)
- Precision Navigation and Timing (PNT)
- Battlespace Spectrum Management (BSM)
- Minimum 7 years of demonstrated program/project management experience within the last 10 years in a complex and dynamic environment, with a focus on military capability development
- Minimum 5 years of demonstrated experience within the last 10 years working in a multinational organization, such as the European Defense Agency, or within the NATO Command Structure (NCS) or NATO Force Structure (NFS)
- Familiarity with the role of NATO Agencies in system development
- Proficiency with Microsoft Office Suite and collaborative software
- Demonstrated English-language proficiency equivalent to STANAG 6001 SLP 3333
- Valid passport from a NATO member nation with no travel restrictions to NATO nations
Education
- Must satisfy one of the following:
- Master's degree or similar national academic or Military College qualification in Engineering, Information Systems, Aeronautics/Computer Science (as applicable), Operations Research, Project Management, Business Administration, or a related discipline; or
- Bachelor's degree with a minimum of 5 years of experience in a relevant field
Clearance
- Must possess and maintain an active NATO SECRET or National SECRET (or higher) security clearance
