Job Description

Clean Harbors is seeking an experienced and skilled Emergency Response Training & Compliance Manager for our nationwide emergency division. This is a remote position that may live anywhere in the United States.

The Emergency Response Training & Compliance Manager is responsible for developing, managing, and maintaining training programs and regulatory compliance services supporting internal and external customers across a national emergency response organization. This role ensures alignment with applicable regulatory requirements including OPA 90, OSRO standards, USCG, EPA, and other federal/state environmental regulations.

The position supports emergency preparedness and response readiness through training program development, plan writing, drills/exercises, compliance tracking, and continuous improvement of emergency response capabilities.

Key Responsibilities

  • Develop, implement, and manage emergency response training programs for internal and external customers, ensuring alignment with regulatory standards and operational requirements
  • Build and maintain training services, including growth strategy, program development, and expansion of internal and external customer offerings
  • Maintain training calendars and course schedules; communicate course dates, locations, prerequisites, and required materials to internal teams and clients
  • Collaborate with marketing and business development teams to develop training service materials and support external training offerings
  • Schedule, coordinate, and execute pre-planning meetings for tabletop exercises (TTX), facility drills, and client preparedness sessions, including tracking action items and follow-up
  • Maintain and update training manuals, instructor guides, and reference libraries to ensure current and compliant materials
  • Ensure instructors and learners have access to up-to-date training resources and documentation
  • Conduct periodic reviews of training programs based on regulatory updates, operational changes, and procedural revisions
  • Support regulatory compliance, audits, and inspections related to training and emergency preparedness programs

Technical Writing & Regulatory Compliance (Required)

  • Develop and maintain emergency response and maritime security plans, including but not limited to:
    • Vessel Response Plans (VRP)
    • Non-Tank Vessel Response Plans (NTVRP)
    • Facility Response Plans (FRP)
    • Emergency Response Plans (ERP)
    • Shipboard Oil Pollution Emergency Plans (SOPEP)
    • Shipboard Marine Pollution Emergency Plans (SMPEP)
    • Vessel Security Plans (VSP)
  • Support ISM Safety Management System (SMS) plan writing, documentation, and certification readiness
  • Ensure compliance with OPA 90 requirements and Oil Spill Removal Organization (OSRO) standards

Required Qualifications

  • 10+ years of verifiable industry experience in a similar role or capacity
  • Strong knowledge of OPA 90 (Oil Pollution Act of 1990) and OSRO operations
  • Experience with emergency response training program development and compliance management
  • Knowledge of HAZWOPER training requirements and certification tracking
  • Familiarity with Incident Command System (ICS) and NIMS frameworks
  • Experience with EPA, USCG, and environmental regulatory compliance requirements
  • Experience supporting spill response, emergency preparedness, or environmental services operations
  • Strong documentation, regulatory writing, and audit readiness experience
  • Ability to manage training programs, schedules, and compliance documentation across multiple stakeholders
  • Experience coordinating emergency response drills, tabletop exercises (TTX), and preparedness meetings

Preferred Qualifications

  • Oil & gas, maritime, pipeline, refinery, or environmental services experience
  • Experience with spill response contractors or OSRO-class organizations
  • Familiarity with PHMSA pipeline safety regulations
  • Experience managing multi-state or national compliance programs
  • Experience with Learning Management Systems (LMS)
  • Background in Environmental, Health & Safety (EHS) or emergency management programs
