Our client, The East African Crude Oil Pipeline (EACOP) is a major midstream development spanning Uganda and Tanzania. It includes the construction and operation of a nearshore Marine Tanks and Terminals (MTT) facility in Tanzania. Once completed, the EACOP Company will operate a 1,443 km electrically heated crude oil export pipeline, transporting crude oil from Kabaale–Hoima in Uganda to the Chongoleani Peninsula near Tanga Port in Tanzania for export to international markets.
The Emergency Response Coordinator is responsible for serving as the focal point for Emergency Response, Crisis Management, and Business Continuity across the Company. The role involves planning, implementing, and continuously improving the emergency response and crisis management programme, ensuring a fully integrated approach between the Company, Projects, and Contractors. The Emergency Response Coordinator establishes and maintains emergency and crisis response systems, including the necessary infrastructure, processes, and tools to support effective incident management. The position is responsible for preparing, maintaining, and updating the EACOP Emergency Response and Crisis Management Plan, Site Emergency Response Plans, and all related documentation. The Coordinator provides On-Duty Officer (ODO) support as required to meet response needs and assists Incident Management Teams (IMT) and Crisis Management Cells (CMC) during incidents or crises. In addition, the role administers ODO and IMT duty schedules, develops and delivers training programmes for emergency response personnel at operational, tactical, and strategic levels, and leads the planning and execution of incident and crisis management exercises. The Emergency Response Coordinator also provides support to Response Teams and Evacuee Reception activities, while working closely with Project teams to ensure that contractor emergency management plans are fully aligned with Company emergency response and crisis management processes.
