Emergency Preparedness Specialist - (13746)
This position is responsible for managing support functions of JEAs Comprehensive Emergency Management Plans (CEMP) in accordance with FEMA/NIMS and the National Response Framework for potential and immediate disasters or operational irregularities to include support functions of Business Continuity as outlined by the Department of Homeland Security in FEMAs Continuity Guidance Circular 1and 2. Responsibilities include; serving as Duval Countys designated Emergency Coordinating Officer (ECO) for coordination, response and alignment of resources between JEA and Duval Countys Emergency Preparedness Division (EPD); providing direct assistance to Duval County EPD in development of their CEMP with respect to JEAs disaster preparedness plans; monitoring of Duval County EPD initiatives and grant funding programs, including representation, coordination and implementation of those initiatives and programs that benefit JEAs business and/or require JEAs involvement; coordination of JEAs participation in all activations and exercises at the local, state and regional level, including surrounding County EOCs; implementation of FEMA/NIMS compliance directives; preparation of strategic initiatives, budgets, business performance goals and metrics, and bid specifications; project and contractor /vendor management, and the ability to build strong relationships at all levels of the organization and government.The following duties and responsibilities are essential to ensure JEA is adequately prepared to deal with and recover from all-hazards threatening our personnel, operations and service delivery, including coordination critical to all outside entities for the restoration of lifelines to the community:
Develop, coordinate, implement, maintain, exercise, and audit JEAs Comprehensive Emergency Management Plan (CEMP) across all functional areas of the organization. Includes thorough knowledge and adoption of NIMS standards and ICS methodology. The CEMP must include an all-hazards approach that emphasizes action within the four phases of the Emergency Management Cycle: Preparedness, Response, Recovery and Mitigation.Provides guidance to and coordinates efforts with executive staff and management in developing response and recovery procedures critical to the organization and in alignment with Duval and surrounding County Emergency Preparedness Division (EPD). Coordinate JEA roles and responsibilities necessary for all levels of emergency response in accordance with NIMS/ICS requirements.Coordinate contemporary business continuity and disaster recovery principals, practices and techniques to support an organizational migration toward best industry business recovery practices for continuity of operations.Develops, executes, and manages contractual agreements for disaster and emergency services. Plans, coordinates, and participates in JEA exercises to effectively test JEAs CEMP procedures. Monitors the effectiveness of those procedures during exercises, identifies vulnerabilities and makes recommendations for the After Action Report to improve procedures and mitigate risks. Coordinates JEA participation in all Local, State, and Regional exercises.Serves as Duval Countys Emergency Coordinating Officer (ECO) designated liaison between JEA and Duval County Emergency Preparedness Division (EPD), includes coordination, response and alignment of resources with Duval Countys EOC and surrounding County EOCs during emergency crisis situations. Provides direct assistance to Duval County EPD in development of their CEMP with respect to JEAs disaster preparedness plans, including active involvement in developing interagency coordinating procedures, policies and planning strategies.Ensures corporate compliance with FEMA/NIMS directives.Monitor, represent, coordinate, and implement Duval County EPD initiatives that benefit JEAs business and /or require JEA involvement.Monitor and apply for Grant Funding Programs administered by Duval County EPD for critical infrastructure protection and all-hazards mitigation.Provides planning strategies and budgets for fiscal year initiatives and goals to support corporate objectives and JEAs emergency planning staff.Establishes and maintains relationships with outside agencies and organizations for development and implementation of agreements, procedures, best practices and back-up capabilities.Provides leadership and example in meeting JEAs safety and wellness goals.Performs other job-related duties as assigned.
Education: Bachelor's degree in relevant fieldANDExperience: 5 or more years of experience and demonstrated expertise in emergency management and business continuity planning. OR An equivalent combination of education, experience and/or training.License/Certifications/Registrations: ICS 300 and 400 certifications. A valid driver's license is required prior to appointment and must be maintained during employment in this classification. Ability to obtain all EPD training administered by the Duval County Emergency Operations Center to effectively manage the Utility Group Operations section during times of activations and exercises.
