Emergency Preparedness Coordinator

Salary Range: $63,080.00 - $82,792.50

This is an exempt (salary) position

Pay rates are based on education, skill, experience level and internal equity. Internal equity considerations include an assessment of the applicant’s salary history and qualifications in comparison to the market rate and requirements for the job.

This role is on-site 5 days a week

This is a grant-funded position, funded by the Public Health Emergency Preparedness (PHEP) federal grant. The grant performance period is July 1, 2024 to June 30, 2029 with potential to extend based on available funding.

Position Summary

Leads and coordinates the public health preparedness program, providing strategic direction to strengthen organizational and community readiness for public health emergencies and other hazards. Develops, implements, evaluates, and continuously improves policies, plans, and processes in accordance with local, state, and federal requirements and standards. Provides technical expertise and cross-functional leadership in preparedness, mitigation, response and recovery, while coordinating internal and external partnerships, planning, training, exercises, risk reduction, and corrective actions. Ensures program effectiveness, compliance, accountability, and alignment with organizational and community health and safety objectives.

Essential Functions

• Ensure quality and accuracy in the implementation of public health preparedness programs and services
• Monitors and maintains preparedness inventory
• Assure that programs follow Departmental, County, State and Federal regulations, requirements, policies and procedures
• Collaborates and coordinates with internal programs during events and incidents
• Supervise, direct and evaluate the performance of staff within assigned program area
• Collaborate and communicate effectively with external agencies and organizations in program area
• Provide leadership for assuring and coordinating the availability of program services in the community in response to public health preparedness
• Understands and can execute multiple tasks during high stress and high demand situations
• In the event of a public health emergency, employees may be trained for and assigned duties unrelated to their regular work; work outside normal business hours and workdays and/or in a different work location may be required. Emergency events include, but are not limited to, communicable disease outbreaks, severe weather situations (e.g. snow or ice storms, tornados, hurricanes), natural disasters (e.g. earthquakes), fire, or power outages, and acts of terrorism.

Minimum Qualifications

Experience:

Minimum of four years of public health, healthcare and/or related experience

Education:

Bachelor’s degree in public health or a field related to the program area, such as Nutrition, Public Administration, Social Work, Emergency Preparedness, Health Administration, or a related field.

Licenses and Certifications

• Requires a valid North Carolina or South Carolina Driver's License
• Requires County Driving Privileges

Preferred Qualifications

• Understanding of NIMS, ICS, and/or emergency operations center functions
• Experience in emergency plan writing, reviewing and development
• Understanding of emergency exercise development using the HSEEP format
• Preferred master’s degree in emergency management, public health, or public administration

• Knowledge of PHEP grant, capabilities, and requirements
• Knowledge of inventory management
• Best practices in public health outreach, implementation of best emergency management objectives for health, social service, and advocacy agencies, and the ability to effectively refer public health and partners as needed, and implementation of emergency preparedness plans.
• HIPAA compliance standards and all aspects of client privacy practices.
• Principles and practices of quality improvement and quality assurance
