Under the guidance of the Director, Office of Emergency Preparedness, develop and lead strategies for needs analysis, development and administration of university-wide emergency management planning, training and exercises programs. The ideal candidate will have strong project management skills, teamwork talents and utilizes good facilitation, planning, training and exercise design skills. This position will collaborate on training and exercise efforts with partners in various departments within the university as well as with regional, state, federal, and private partners.
Job Responsibilities
Assists with monitoring and staying abreast of conditions that could impact University operations and/or faculty, staff, and students, including natural, technological, and adversarial hazard events. Serve as duty officer, which requires 24/7 availability, on a rotational basis. Responds to campus emergencies and assist with large scale special events during non-business hours; including nights, weekends, and possible holidays. During activations, provides support serving in various roles within the EOC's structure. Assists with response and recovery efforts during and after incidents. (25%)
Assists in the implementation and evaluation of programs to prepare the University community for potential natural, technological, or adversarial disasters and emergencies including such areas as training, vulnerability assessments, meetings, and conferences. Assists in ensuring development, implementation, and operation of software and other technology tools and processes to support a common operating picture during EOC activations. Assists with developing a university-wide training and exercise program that is innovative, comprehensive, and effective. (25%)
Assists with establishing and improving processes of reporting standards for quantitative and qualitative data, and develops report templates to be utilized during emergency incidents. Continuously reviews all emergency preparedness plans for accuracy and feasibility. Provides supplemental training to personnel who may be assigned to work in the EOC. Troubleshoots user interface issues with multiple technology systems. Assists with recruiting and developing EOC staff and the core committee. Assist the Director and Associate Vice Chancellor for Campus Safety, Emergency Preparedness, and Response with all technical and administrative functions as needed.
Assists with prevention, protection, response, recovery, and mitigation programs in the Emergency Management area, and serves as backup to the Director for emergency events. Supports complex planning, development, and assessment of emergency preparedness programs and activities to ensure university readiness for any hazards or incidents. Responds to emergency situations as needed. Seek out grant funding opportunities to enhance campus emergency preparedness efforts. (15%)
Assists with preparing and maintaining short and long-term emergency plans and annexes, Building Emergency Action Plans, and associated Standard Operating Procedures including but not limited to: Comprehensive Emergency Management Plan, Multi-Hazard Mitigation Plan, Continuity of Operations Plan, Sheltering Plan, EOC Operations Plan, Recovery Plan, Weather Plan, and Special Events Plans. (10%)

This position requires a valid driver's license, will require an MVR, and is subject to drug screens per PM-33/PS-67/FASOP HR-04.

This position is considered emergency essential and may be required to report to campus in times of emergency and/or closure per PS-18.
FERPA - As with all LSU employees, due to this position title and/or responsibilities, this position has an obligation to assist students in the acquisition of necessary services. Should a student appear in need of or seek assistance with issues of an emotional, behavioral, or mental health-related matter, they should be referred to the proper service within the Student Health Center. In situations where the student creates an impression that they are a danger to themselves or others, the advisor should immediately contact the Care Team, the Dean of Students, or the appropriate law enforcement agency. The employee outside of those rights contained within FERPA should create no impression of client or patient confidential ity.
Additional Information
Per University PS-18, this position is deemed essential to campus operations and will be required to report to or remain on campus during times of emergency or closure. Proficient in MS Office Suite with excellent communication and organizational skills. Ability to prioritize and organize multiple projects simultaneously. Ability to operate in a fast-moving, team-oriented environment with time-critical responsibilities. Moderate physical activity may be required (lift items up to 25 pounds unassisted; ability to stand or sit for extended periods of time). Must have flexibility to be on call or work nights, weekends, and holidays.
Minimum Qualifications
Bachelor's degree and 2 or more years of related experience

Preferred Qualifications
Bachelor's degree in Emergency Management, Homeland Security, Disaster Science, Public Administration, or related field, and 2 or more years in emergency management, homeland security, law enforcement, fire service, emergency medical service, or military
Preference to applicants with previous experience in a University emergency operations center setting. Incident Command System coursework: 100, 200, 700, 800; Experience in preparing and maintaining plans.
