Summary

Manage and coordinate EMS (Emergency Medical Services) system quality assurance efforts, including performance management (PM), risk and quality improvement (QI) activities. This position supports high-quality patient care, regulatory compliance, and continuous system improvement across EMS agencies, dispatch partners, and receiving hospitals. Coordinate activities for the City of Sioux Falls Regional EMS Authority (REMSA) and its Medical Board to monitor and improve provision of emergency medical care by the EMS system.

Examples of duties

  1. Coordinate a system wide EMS Quality Management Program, including performance metrics, quality assurance (QA), and approved continuous quality improvement (CQI) initiatives for emergency medical services.
  2. Monitor and report ambulance provider contract compliance.
  3. Prepare, and present revised guidelines, policies, and procedures to the Public Health Director for approval.
  4. Maintain a provider credentialing program and maintain rosters and credentials of all EMS personnel operating in the EMS system.
  5. Facilitate clinical case reviews and QA meetings with EMS agencies, medical directors, hospitals and system leadership.
  6. Analyze database informational files for the operation of the EMS system. Maintain all EMS system data and informational files including confidential and quality assurance records in accordance with HIPAA and all applicable privacy laws.
  7. Prepare and deliver presentations for leadership, committees, and community stakeholders on EMS quality findings and improvement initiatives.Coordinate activities such as executive board meetings, medical board meetings, as well as any other necessary multidisciplinary meetings and activities related to EMS oversight.
  8. Facilitate collaboration between the Medical Director and community EMS providers to meet goals and objectives. Ensure EMS system compliance with state and federal regulations, accreditation standards, and agency policies.
  9. Perform other such duties and functions as are necessary or incidental to the proper performance of this position.

Qualifications

Graduation from an accredited college or university with a degree in nursing, paramedicine, or other related field. Minimum of three (3) years’ experience in emergency medical services oversight, experience in quality assurance and improvement, or any such combination of education, knowledge, and training as may be acceptable to the hiring authority.

  • Knowledge of prehospital system standards.
  • Knowledge of quality assurance and review principles.
  • Knowledge of medical accounting, statistics, and data tracking practices.
  • Ability to coordinate continuous quality improvement activities.
  • Ability to utilize reporting software, spreadsheets, databases, and word processing software at an advanced level.
  • Ability to prepare clear, concise, and accurate reports.
  • Ability to organize, schedule, and monitor various programs and procedures.
  • Ability to maintain confidentiality and to communicate effectively, both orally and in writing, with the general public, hospitals, clinics, and medical personnel.
