is recruiting for and Emergency Management Specialist 1/2.
This position is in the General Government (GGU) bargaining unit at a range 14 or 16.
Emergency Management Specialist 1: Range 14 - $1,999.50 b/w
Emergency Management Specialist 2: Range 16 - $2,296.50 b/w

Please Note: This position is flexibly staffed. This vacancy may be filled at either the 1 or 2 level, depending on the applicant's training and/or experience. The full range of salaries is listed above. Starting salary will be determined by the level the position is hired at. If filled at Level 1, promotion to the Level 2 will occur upon successful completion of the probationary period and required training, as well as the applicant meeting the minimum qualifications of the higher job class.
As an Emergency Management Specialist II, this position assists the Outreach Branch Chief in creating, developing, implementing, and administering effective statewide emergency management preparedness outreach and educational programs. The role requires a strong working knowledge of disaster preparedness and response programs, as well as the ability to communicate complex information clearly through both written and verbal channels. This position also involves engaging with diverse public audiences through presentations and outreach efforts, and calls for creativity in designing accessible, informative, and impactful preparedness materials that promote community resilience.

The successful applicants must pass a federal background check in order to qualify for military base access, which is required with this position's work location on base. The background check may include fingerprinting. All job offers are conditional pending successful completion of the federal background check and issuance of a Defense Biometrics Identification System (DBIDS) card allowing base access. Also, you must be able to maintain the clearance throughout your employment.
If using a private vehicle this will require a valid Alaska Driver License, proof of vehicle insurance, and a valid State of Alaska vehicle registration.
State employees are guests on Joint Base Elmendorf-Richardson; clearance and access are not within the State's control.
Special Note: In addition, in some cases employees must be able to obtain and maintain a Common Access Card (CAC). As part of the examination process, a background check investigation, including a criminal records check, will be conducted. Conviction of a crime will not automatically preclude appointment. Two years of paraprofessional experience in emergency management, emergency response, natural resource management, planning, grant administration, or finance. The required experience includes work such as Emergency Management Assistant, Natural Resource Technician 2, or Accounting Technician 1 with the State of Alaska, or the equivalent elsewhere.
OR
An associate degree from an accredited college in emergency management or homeland security.
OR
A bachelor's degree, in any field, from an accredited college.
A valid Alaska driver's license is required.
Some positions require the incumbent to obtain a federal security clearance.
Work may require periodic, 24-hour on-call duty and travel to remote locations in small aircraft and boats, and may involve exposure to inherently hazardous or potentially dangerous environmental conditions.

To qualify for this position, the incoming team member must be willing and able to occasionally travel to remote field sites using boats, small aircraft, and helicopters, and be prepared to work in varying weather conditions, in confined areas, and potentially be exposed to wildlife. DMVA is housed on Joint Base Elmendorf-Richardson, a federal military installation. If the installation commander deems necessary, the incumbent may be required to pass security background check for an installation access permit. Adherence to installation regulations, special security guidelines, base protocol for Joint Base Elmendorf-Richardson are mandatory and will be followed while on the installation or the access permit can be revoked by the installation commander at any time. The individual must also be able to maintain the clearance throughout employment. Adherence to special security guidelines, protocol, etc., for JBER needs to be followed.
Must be willing and able to travel within the State, including very remote areas, or out of State on an as needed basis.
