An employee in this position performs supervisory and administrative work coordinating the County’s emergency management program, SARA Title III hazardous materials program, and the Radiological Emergency Preparedness Program for the Emergency Management division of Harnett County. This includes: assisting in the development of the County Emergency Operations Plan; consulting, advising, enforcing and monitoring SARA title III hazardous materials; coordinating and managing emergency and disaster situations; and planning and coordinating disaster mitigation planning and projects;; planning, developing, implementing, and maintaining a series of Countywide emergency response plans that addresses mitigation, response, and recovery; coordinating and managing the Emergency Operations Center during a disaster; consulting with nursing homes, hospitals, schools, etc. on effective response and recovery plans; and coordinating plans with other counties, state, and federal agencies. Work is performed under the supervision of the Emergency Services Deputy Director. The EM Coordinator supervises subordinate staff within the Emergency Management division.
Hiring Salary: $84,108.00- $97,776.00 based on education and experience

Examples of duties

ESSENTIAL FUNCTIONS OF THE POSITION:

• Provides the day-to-day detailed work in planning, implementing, and evaluating the emergency management plans; reviews previous situations; identifies problem areas; and develops options for improving response and recovery.
• Coordinates and manages law enforcement, fire and rescue, EMS, governmental agencies, and volunteer organizations at emergency/disaster situations.
• Assists local Fire Department, EMS, and Rescue Squad personnel with on scene operations including, but not limited to: Incident Command, extrication, landing zone support, water rescue operations, fire suppression, emergency medical patient care and/or logistics.
• Must be able to drive and operate a vehicle to travel as needed.
• Assures the readiness of the EOC and plans for continuity of government in emergencies; staffs the EOC during activations.
• Consults with a variety of community groups and facilities such as nursing homes, adult day care, group homes, schools, and hospitals to assist them in developing emergency response plans; works with other local governments and area colleges for their emergency plans.
• Administers the SARA Title III hazardous materials and chemicals program; serves as a liaison with industry in planning and compliance procedures.
• Trains local government emergency agencies, responders, hospitals, schools, and shelter teams on the Radiological Emergency Preparedness program; manages and tracks all radiation detection equipment for emergency responders who support the program, serves as the EOC Director in absence of Emergency Services Director/Deputy ES Director during activations.
• Plans and oversees training in the Incident Command System and various modules applied to various County employees.
• Serves as an EM on-call representative to respond to emergency situations during evening and weekend hours as scheduled.
• Manages federal and state grant programs including the maintenance of documents, agreements, equipment and supply research, and databases; coordinates with vendors and contractors for products and services provided under grants; and monitors status and completion dates of programs.
• Assist FEMA representatives during recovery phase after a major disaster.
• Speaks to civic groups, schools, industry groups, and others on emergency preparedness, response, and recovery.

• Provides support to the Fire Marshal division as requested for on scene operations

• Supports other Emergency Management agencies through mutual aid or EMAC agreements;
• Conducts drills for public and emergency response personnel to ensure readiness and test response plans for emergency incidents.
• Provides support for programming, reporting, inventorying, and technical support for County wide fire and EMS primary, back-up, paging, alphanumerical, and AVL communication platforms.
• Maintains the Emergency Services Unmanned Aerial Systems program including licensing, equipment maintenance, and government mandates/updates.
• Assists the Fire Marshal’s Office with on-scene fire investigations.
• Manages the county’s WebEOC, damage assessment, situational awareness systems and other collaborative information software for implementation and emergency response;
• Requisitions, inventories, and maintains emergency response equipment.
• Manages the Emergency Services warehouse to ensure the readiness of emergency supplies and equipment.
• Assists the Directors in the formulation of the Emergency Management, REP Program and Grants budgets.
• Represents the County on a variety of committees and Tasks Forces.

• Performs other related duties as assigned.

Qualifications

MINIMUM REQUIREMENTS TO PERFORM WORK:

• Associate’s degree in emergency management or a related field.
• Five (5) years of related work experience in emergency management planning and coordination.
• Or equivalent education and/or experience.

• Possession of a valid North Carolina driver's license.
• Possession of a valid North Carolina Class A Non CDL driver’s license. (Preferred)
• Possession of a Certification as an Associate Emergency Manager by the North Carolina Emergency Management Association Training and Certification.
• Possession of Certification as an Executive Emergency Manager, within four years of the date hired.
• Possession of Certification at the OSFM Hazardous Materials Operations Level.
• Possession of Certification in Incident Command; ICS 100,200,700,800.
• Possession of FEMA Incident Command System 300 Certification – Intermediate ICS for Expanding Incidents.
• Possession of FEMA Incident Command System 400 Certification - Advanced ICS for Command and General Staff.
• Possession of Federal Aviation Administration Part 107 License. (Preferred)

KNOWLEDGE, SKILLS, and ABILITIES:

• Knowledge of the practices, procedures, standards, and regulations regarding emergency management coordination at the local, state and federal level.
• Knowledge of procedures involved in the preparation of federal and state grant applications, in disaster recovery procedures including documentation, and FEMA related policies and regulations.
• Knowledge of modern principles, practices, and processes involved in emergency management.
• Knowledge of hazardous materials handling, storage, and resources available.
• Knowledge of the geographical layout of the County and all related municipalities.
• Knowledge of current literature, trends, and developments in the field of emergency management.
• Knowledge of federal, state, and County policies and regulations in disaster planning and response, and hazardous waste management is required.

PHYSICAL DEMANDS:

Must be able to perform very heavy work exerting up to 20 pounds of force to lift, carry, push, pull, or otherwise move objects; frequently requiring 50 pounds of force to move objects; and occasionally requiring to exert up to 100 pounds of force to move objects. This work also involves the physical abilities of balancing, climbing, crouching, feeling, grasping, handling, perceiving sounds at normal speaking levels, discriminating among sounds, kneeling, lifting, having manual dexterity, using mental acuity, pulling, pushing, reaching, performing repetitive motion, speaking, standing, stooping, expressing ideas by the spoken word, and walking. An incumbent must also possess the visual acuity to prepare and analyze data, for extensive reading and working with figures, to operate a computer, to use measuring devices, to make visual inspections, to operate a motor vehicle, and to determine accuracy and neatness of work.

WORK ENVIRONMENT:

The employee is subject to inside and outside environmental conditions including extreme temperatures; noise; vibrations; hazards associated with emergency work such as fumes, chemicals, dust, odors, gas, and oil; and exposure to bodily fluids and thus subject to OSHA bloodborne pathogens.
