The Assistant Director of Emergency Management, under general supervision, performs technical, administrative, supervisory and professional work providing Emergency Management services within Union County through managing a comprehensive preparedness and response program.
The employee works with public, private and non-profit entities for disaster and non-disaster matters. Work requires exercising independent judgment and initiative and the ability to multi-task and prioritize decisions quickly and accurately in emergency situations and communicating in a tactful and diplomatic manner dealing with the public and multiple organizations. Technical judgment is required to coordinate emergency responses and hazard mitigation.
Develops agency-level emergency preparedness and hazard-specific plans that support executive-level decision-making, incident management and coordination, and inter-agency coordination. Manages the updates and revisions of the County Emergency Operations Plan, the Threat and Hazard Identification and Risk Assessment (THIRA), Cabarrus, Stanly, Union Hazard Mitigation Plan (HMG) and Radiological Emergency Preparedness Plan, etc.
Supervises the work of additional staff in Emergency Management and staff working in the Emergency Operations Center.
Serves as the Emergency Management Director in their absence and assists with the day-to-day direction, management, performance, and coordination of the emergency management program.
Builds and maintains relationships with local, state, and federal public safety agencies, municipal, faith-based, volunteer groups, and nonprofit organizations, etc.
Assists in directing and coordinating emergency management operations during and after alerts or periods of emergency, including coordination and direction of the operation of the emergency operations center and emergency agencies.
Assist in the development and facilitation of tabletop, functional and full-scale emergency preparedness exercises in accordance with Homeland Security Exercise and Evaluation Program (HSEEP) standards.
Oversees the division’s performance measures, voice of the customer initiatives, and Continuity of Operations Plan (COOP) program, and assist in development of the division’s annual budget.
May be required to respond to emergency calls after hours and/or during events that require an emergency management response.
Oversee the agency’s technology needs, applications, and functionality in the EOC.
Performs other related duties as assigned.
Associate’s Degree, and seven (7) years of experience in emergency management, public administration, or related field. Must have experience in leading and supervising staff, developing agency strategic plans and performance measures, budget preparation and developing policies, procedures, and ability to conduct After-Action Reports identifying issues, observations, lessons learned and recommended corrective actions.
Must have a valid Driver’s License and be able to maintain a safe driving history as defined by the Union County Vehicle Use Policy.
Completion of the most current version of the FEMA National Incident Management System (NIMS) courses; FEMA ICS 100, 200, 300, 400, 700, 800, IS-2200, and IS-2901.
Must be available for periodic assignments after normal work hours including nights, weekends and holidays; travel during periodic emergencies and/or disasters. Must be able to attend training classes and public education programs as necessary.
Master’s degree in Emergency Management, Public Administration or related field. Experience in radiological emergency preparedness and the associated activities of the program.
Completion of one or more of the following:
Must be physically able to operate a variety of machinery and equipment including computers, printers, copiers, facsimile machines, calculators, etc. Must be physically able to operate a motor vehicle. Must be able to exert up to 30 pounds of force occasionally, and/or a negligible amount of force constantly to move objects. Physical demand requirements are more than those for Sedentary Work. Light Work usually requires walking or standing to a significant degree. However, if the use of arm and/or leg controls requires exertion of forces greater than that for Sedentary Work and the worker sits most of the time, the job is rated for Light Work.
Work is performed in an environment where the employee must deal with crisis situations that require major decisions involving people, resources, and property.
