Eligibility Supervisor

Position Summary: 

Tidal Basin seeks a competent Eligibility Supervisor to assist in one or more programs for the State of Hawaii. This position represents an exceptional opportunity to join an expert team to facilitate change and help make a lasting difference.

The objective of the Eligibility Supervisor is to oversee direct reports to the Project Manager, which will include the Eligibility Specialist(s). The Eligibility teams are responsible for reviewing program applications and being applicants’ main point of contact. The Eligibility Supervisor is responsible for managing the unit by assisting the Eligibility Specialists in maintaining the unit’s operations, meeting goals and objectives as assigned, complying with all federal, state and local regulatory requirements, and adhering to all contractual or prescribed stakeholder expectations or requirements.

The Eligibility Supervisor advises on issues identified by the Eligibility Specialists and will assist Eligibility Specialists in performing the following duties: review of intake forms and documentation to determine client’s eligibility for program benefits, recommendations to complete applications, and finalizing applications for state approval. The Eligibility Supervisor will be responsible for identifying bottlenecks and deficiencies, coordinating with the Eligibility Staff, reporting to the Production Deputy or Project Manager, and identifying and implementing recommendations to reach resolutions. This is a production-based program, so clearing assigned caseloads through queues is an essential job function and success in the position will be evaluated accordingly.

Job Duties and Responsibilities:

· Provide project management oversight and work effectively as part of a team to provide expert services. Specific duties may include:

· Provide program oversight and expert technical assistance on policies, principles, and standard operating procedures related to the Program.

· Manage project personnel in the eligibility unit with a strong emphasis on production.

· Devise solutions-oriented strategies that facilitate program growth and success.

· Develop management tools for program targeting and performance reporting.

· Maintain knowledge of state and federal regulations and guidance.

· Ensure absolute confidentiality of work-related issues and uphold data integrity policies.

· Ensures program service and procedure issues are resolved.

· Monitor and maintain the level of productivity within the units and manage the team of Eligibility Specialist.

· Ensure high-quality service for applicants.

· Establish performance objectives and provide ongoing feedback.

· Perform other duties as assigned.

 Required Skills and Competencies:

· Excellent organizational and leadership skills and attention to detail

· Strong interpersonal, analytical and problem-solving skills

· Strong computer skills and ability to learn new systems

· Demonstrated case management expertise

· Ability to communicate effectively, verbally and in writing

· Excellent time management skills with a proven ability to meet deadlines

· Ability to work independently and pro-actively identify key steps to complete requested client outcomes.

· Excellent client relations and an understanding of local, state, and federal government structure

· Experience working with grant programs

Required Education and Experience:

· Associate or Bachelor’s degree in relevant field; OR

· 3+ years in case management, disaster case management, application processing, individual assistance or public assistance programs, grant-funded or government programs or related fields

· Experience managing a team of professionals

· Proficient in MS Office Suite

Pay Ranger: $35/h-$39/hr
