Job Description

IEM is looking for a Full Time – Eligibility Analyst to join our Disaster Recovery team. The Eligibility Analyst is responsible for reviewing project documentation to ensure compliance with CDBG-DR, CDBG-MIT, and HMGP requirements. Duties include validating eligible costs, procurement, and environmental records, supporting match payment reviews, and assisting with compliance and evaluation processes.

Primary Location:

  • Live within a commutable distance to Guaynabo, PR.
  • Work in an Office Environment with a team.

Travel Requirements:

  • This position may require travel to complete work assignments or attend meetings.
  • Daily travel and other expenses are reimbursable in accordance with Federal Travel Regulations or DoD Regulations.

Essential Functions:

  • Access COR3 and FEMA systems to retrieve all PW-related documentation.
  • Record and organize PW documents in PRDOH’s system per procedures.
  • Maintain file structure in compliance with applicable guidelines.
  • Identify and validate the Record of Environmental Consideration in each PW.
  • Calculate eligible costs and confirm supporting documentation is available.
  • Validate documentation and procurement compliance with CDBG-DR, CDBG-MIT, and PRDOH standards.
  • Support labor compliance reviews as needed.
  • Ensure Duplication of Benefits requirements are met.
  • Complete eligibility reviews per SOPs for match payments.
  • Submit required documentation to the Eligibility Manager.
  • Conduct National Objective reviews for applicable projects.
  • Evaluate HMGP projects for compliance and match application validation.
  • Assist with reviews, recommendations, and other tasks as directed.

Minimum Qualifications:

  • Experience: One (1) year of experience in auditing federally funded grant program’s processes, including but not limited to document and process auditing, policy review and implementation, compliance review, and invoice review and validation.
  • Degree: Bachelor’s degree or higher education from an accredited institution.
  • Bilingual: Fluent verbal and written communication skills in English and Spanish.
  • Must be working locally within Puerto Rico.

Preferred Qualifications:

  • Experience in the management of FEMA PA projects.
