The E&I and Utilities Supervisor is responsible for the safe, reliable, and cost-effective operation and maintenance of plant electrical, instrumentation, and utility systems. This role ensures compliance with all HSE and regulatory standards while optimizing maintenance execution, utility performance, and workforce development in a PSM-regulated chemical manufacturing environment.

Essential Functions

  • Reports To: Reliability Manager
  • HSE • Consistently demonstrate full compliance with all regulatory requirements, including but not limited to OSHA, EPA, DOT, etc., and all HSE rules, policies, practices and procedures all the time. • Verify all PSM requirements are met prior to returning equipment over to the unit, if applicable.• Complete daily safety audit of maintenance and utilities work. • Perform audits to the permit process and ensure adequacy and compliance to safety procedures.• Conduct or attend area related Root Cause Investigations as needed. Conduct JHAs, 5 Whys, and MOCs as needed for maintenance and utilities areas. • Ensure full compliance with OSHA, EPA, DOT, and all company HSE policies, procedures, and regulatory requirements. • Verify PSM requirements (MOC, PSSR, PHA) are completed prior to equipment startup or return to service. • Conduct daily safety audits of maintenance and utilities work activities. • Audit permit-to-work processes to ensure compliance and adequacy. • Lead and/or participate in: - Root Cause Investigations (RCIs)- Job Hazard Analyses (JHAs)- 5 Whys- Management of Change (MOC)• Support and implement actions from process hazard analysis and incident investigations. Ensure compliance with environmental regulations governing water and wastewater systems.
  • Operations, Quality & Reliability• Ensure reliable supply of high-quality utilities, including: - Instrument air (low moisture)- Clean raw water- Demineralized water for boilers- High-purity nitrogen• Ensure wastewater treatment operations meet all quality specifications. • Supervise operation, inspection, and maintenance of utilities systems (boilers, RO systems, water treatment, wastewater, etc.). • Ensure adherence to manufacturer recommendations and best practices in preventive maintenance systems (SAP/CMMS). • Maintain accurate equipment records and asset data in SAP. • Lead standardization efforts and enforce operational discipline across shifts. • Develop and maintain SOPs, work instructions, and training systems for utilities and E&I operations.
  • Planning, Scheduling & Execution • Plan, coordinate, and schedule daily maintenance and utility activities. • Participate in daily scheduling and production meetings to align maintenance priorities with production needs. • Ensure work readiness, including permits, parts availability, and manpower planning. • Assist in executing planned work and reducing maintenance backlog. • Coordinate with operations, engineering, and maintenance teams to optimize execution.
  • Productivity & Cost Management • Optimize maintenance and utility costs through effective prioritization and scheduling. • Support development and execution of annual cost and productivity improvement plans. • Authorize overtime based on business needs and priorities. • Monitor and report on utility consumption and performance metrics monthly. • Develop, track, and improve KPIs related to utilities, E&I reliability, and maintenance performance. • Identify and implement continuous improvement opportunities to enhance efficiency, reliability, and cost performance. • Support capital and improvement projects related to utilities and E&I systems.
  • Leadership & People• Maintain attendance and vacation documentation for all direct reports. (Maintenance E&I techs and Utilities operators)• Lead E/I and Utilities organizations and area employees efficiently.• Ensure appropriate job-related qualifications and training. Develop KPIs to track people’s performance.• Foster a culture of safety, accountability, teamwork, and continuous improvement.
  • Technical Oversight• Maintain attendance and vacation documentation for all direct reports. (Maintenance E&I techs and Utilities operators)• Lead E/I and Utilities organizations and area employees efficiently.• Ensure appropriate job-related qualifications and training. Develop KPIs to track people’s performance.• Foster a culture of safety, accountability, teamwork, and continuous improvement.

Education Qualifications

  • Preferred Bachelor's Degree in Mechanical, Chemical or Electrical Engineering.


Experience Qualifications

  • Required 5+ years related experience in electrical maintenance and utilities management and coordination, preferably in the chemical manufacturing industry.


Skills and Abilities

  • 5-10 more years of related experience in maintenance, production and/ or utilities management and coordination, preferably in the chemical manufacturing industry.
  • Experience with highly hazardous chemicals in an OSHA PSM environment highly preferred.
  • Specific knowledge of electrical and instrumentation systems, boiler operations and water treatment systems, reverse osmosis, and wastewater treatment process highly preferred.
  • Proficiency in math and in utilizations of Excel spreadsheets required.
  • Specific knowledge of wastewater treatment, boiler operation, reverse osmosis, and water treatment highly preferred.
  • Must have demonstrated ability to learn and understand production schedules.
  • Must have a demonstrated ability to multi-task and prioritize.
  • Good organizational, time management, verbal and written communication and interpersonal skills. Must have good problem-solving skills experience on collecting and using data to justify process improvements.
  • Must be willing to participate in our 24/7 production facility call out policy, when needed.
  • Ability to function and communicate with all levels of the organization.
  • Delta V and SAP experience is a plus.
  • MS Office experience required.
  • SAP experience preferred.


Licenses and Certifications

  • WWT Operator Certification, potable water operator license, DOT, and RCRA Upon Hire Preferred


Working Conditions/Physical Demands

  • Must be able to move throughout the plant with required personal protective equipment (PPE) to perform duties.
