Job Description

Location: Lubbock, TX

The Electric Engineering Manager provides strategic leadership and oversight for electric transmission and distribution engineering functions within a public utility environment. This role directs engineering supervisors and technical staff and is responsible for the planning, design, construction, operation, and maintenance of complex capital and operational projects. The manager ensures projects are delivered on schedule, within budget, and in compliance with regulatory requirements while promoting system reliability, safety, and continuous improvement.

Job Function

  • Lead, mentor, and develop engineering supervisors, engineers, and technical staff.
  • Assess development needs and implement training, coaching, and succession planning initiatives.
  • Establish goals and priorities aligned with operational and capital objectives.
  • Oversee engineering plans, drawings, specifications, and material requirements.
  • Develop and enforce engineering standards, procedures, and design criteria.
  • Provide technical leadership on complex engineering designs and system studies.
  • Recommend infrastructure improvements and innovative solutions.
  • Lead planning and execution of operating and capital budgets.
  • Direct project delivery from inception to completion.
  • Administer contracts for professional services, materials, and equipment.
  • Support system operations, switching, outages, restoration, and emergency response.
  • Promote safety-conscious engineering practices.
  • Ensure compliance with NERC, FERC, ERCOT, and Texas PUC standards.
  • Represent the utility in regulatory and public settings.
  • Drive continuous improvement in engineering processes and performance metrics.

Education and Experience

  • Bachelor’s degree in Electrical Engineering or a closely related field.
  • Seven to nine (7–9) years of progressively responsible electric utility engineering experience.
  • Supervisory or managerial experience leading engineering teams.
  • Equivalent combination of education and experience may be considered.

Qualifications

  • Demonstrated experience leading complex engineering teams and capital projects.
  • Strong knowledge of transmission and distribution system design and operations.
  • Working knowledge of NERC, ERCOT, and Texas PUC standards.
  • Ability to align engineering practices with regulatory and operational requirements.
  • Proven ability to mentor and develop technical staff.
  • Strong project and budget management skills.
  • Effective written and verbal communication skills.
  • Proficiency in word processing, spreadsheets, databases, modeling, and planning tools.
  • Valid Texas Driver’s License.
  • Licensed Professional Engineer (PE) in Texas or the ability to obtain within one year.
  • Ability to work in office and field environments, including substations and construction sites.
  • Ability to lift up to 50 pounds occasionally and perform field-related tasks.
