MAIN RESPONSABILITIES

  • Support Site Management in achieving EHS performance
    • Drive the implementation of EHS policy on the field according to the Alstom/Region/Country-Cluster guidelines and targets, and the improvement of EHS results in the site.
    • Advice, help, coach, support operational management in the EHS actions implementation to reach Alstom EHS objectives. Prepare the local yearly EHS plan consistent with Alstom strategy and objectives. Mobilize and coordinate with others to meet those objectives and deploy the plan. Monitor the right deployment of the plan.
    • Ensure EHS Risk Assessment is done & appropriate measures to control risks are defined for the Site.
    • Prepare, implement and maintain emergency plans at Site level.
    • Make sure activities of contractors and sub-contractors are under control with respect to EHS, especially where interfaces are involved with other contractors or operational areas.
    • Has full authority and must stop any operational activity resulting in an immediate high risk to People or the Environment.
    • Promote Health& wellbeing program and continue improving mental health awareness.
    • On-site safety management involves regular safety inspections covering all high-risk activities, all geographical scope, and all working shifts. Supervise and follow up the implementation and verification of the rectification measures for the identified safety hazards to ensure closed on time. Maintain appropriate records and documentation of the Site.
    • Be responsible for communication and coordination with external institutions such as government regulatory authorities (emergency management, ecological environment, health commission, etc.) and industry associations.
    • Coordinate safety management matters of all relevant parties in the park (park environmental management, personnel and vehicle safety management)
    • Complete other EHS-related tasks assigned by superiors.
  • Develop Site EHS Management System
    • Develop, deploy and maintain the local procedures and tools applicable to the Site specific for EHS Management System in line with Transport & Country/Cluster EHS Management System
    • Ensure that Alstom EHS standards and tools (Alstom Zero Deviation Plan (AZDP), APSYS EHS, Transport Operational Performance in Environment, Transport Key processes) are deployed at Site level.
    • Develop EHS management system (ISO14001, Safety production standardization, etc.) to comply with Alstom and local EHS laws & regulations. Continuously review the system and requirements to ensure compliance.
  • EHS Compliance and EHS culture
    • Monitor compliance with all relevant statutory, regulatory, contractual and company requirements & propose actions to correct any gap
    • Monitor historical pollution & associated risks
    • Influence the site EHS performance: facilitate change and EHS continuous improvement
    • Prepare and implement an EHS training plan and program with the support from HR and a local EHS communication plan.
  • Report, Measure & Review
    • Ensure that Accidents/Incidents are first prevented, and when occurring, reported, recorded, investigated and analyzed. Establish and communicate Return of Experience (REX) reports in case of severe or potentially severe accidents. Ensure Alstom EHS call for actions are deployed at site level.
    • Prepare and submit monthly EHS reports. Feed EHS reporting system(Teranga, sharepoint, EHSALLINONE, EHS liabilities, etc.) in line with Group reporting requirements. Is accountable for data quality of the Site.
  • Support China EHS to:
    • Build and implement China EHS communication plan. Use EHS communication tools to share and cascade Alstom EHS requirements/information to all sites.
    • Ensure China EHS compliance on ALSTOM standard/practice and National EHS requirements.
    • Implement actions to improve EHS culture in offices/sites/projects.
    • organize quarterly/yearly EHS meetings and encourage the sharing from non-consolidate sites.
    • Collect good practices and share to China sites/projects.

Performance measurements

  • Injury Frequency Rate: IFR1 & TRIR
  • Fatality / severe accidents
  • Safety Observation Visit (SOV) number or other leading indicators
  • AZDP, APSYS EHS score
  • Health and wellbeing (Occupational diseases, ergonomic)
  • Environment (Energy, water, waste, Transport Operational Performance in Environment, Volatile Organic Compound,..)

MAIN REQUIRED COMPETENCES

Educational Requirements

Mandatory:

  • University Engineer
  • Health & Safety Qualification recognized by the enforcing authorities in the country of operation (when required)

Desirable:

  • Graduated from bachelor degree majoring in safety, environment related

Experience

Mandatory:

  • Professional experience between 3 and 5 years (depending on the size of the Site).
  • Experience of more than 3 years in Environment, Health & Safety
  • Highly recommended experience in manufacturing sites
  • Good knowledge and understanding of ISO14001
  • Deep knowledge of local legal requirements.

Desirable:

  • Knowledgeable of EHS system and related laws and regulations
