The primary purpose of this role is to lead Environment, Health and Safety (EHS) for Zoetis Rathdrum (an upper tier Seveso and IEL API site) and Zoetis Tallaght (a pharmaceutical manufacturing and packaging site) to assure safe, compliant and reliable manufacturing and supply operations.
The EHS Lead is a player-coach role.
POSITION RESPONSIBILITIES
Key objectives of this position include:
1. Assuring regulatory and company EHS compliance for the Rathdrum and Tallaght sites in a cost effective and efficient manner.
2. Implementing and maintaining an appropriate EHS Management System.
3. Partnering with the Irish EHS regulatory agencies to assure that the site’s compliance status and its reputation are in good standing both with the agencies and the local community.
4. Leading the EHS department with a focus on fostering a team culture of inclusion, agility, continuous improvement, personal development and innovation.
5. Coordinating and managing external contract EHS support
6. Being an effective and responsible financial steward of all EHS related budgeting and spending.
7. Championing the sharing of programs, learnings and good practices within both the sites and the Global EHS network.
8. Overseeing risk management in accordance with Zoetis EHS guidelines and local regulations.
9. Proactively plan for and support internal or external EHS audits.
10. Defining the EHS related training needs of our colleagues.
SYSTEM OWNER / SUBSYSTEM OWNER RESPONSIBILITIES
System Owner (SO)
System Owners have overall accountability for the site Quality Systems for which they are responsible and in particular for:
• Providing strategic & proactive direction with respect to the System (across the site) in terms of content and execution.
• Providing support, guidance & coaching to Sub System Owners (SSO).
• Ensuring that SSO regularly review sub-systems for their effectiveness, escalating issues where required to site Quality Council (QRC) for action & remediation.
• Owning relevant System issues in the site Compliance Plan.
• Defining resources as needed & communicating resource needs to Site Lead.
• Applying people change control across Sub-Systems within their responsibility.
• Ensuring that SSO have proactive continuous improvement plans for their Sub-Systems.
Sub System Owner (SSO)
Sub-System Owners have overall accountability for the site Quality Sub-Systems for which they are responsible and in particular for:
• Providing strategic & proactive direction with respect to their Sub-System (across the site) in terms of content and execution.
• Regularly reviewing their Sub-System & presenting Sub-System review to Quality Council (QRC) as required. Escalating issues where required to the System Owner (SO) and site QRC for action and remediation.
• Owning relevant Sub-System issues in the site Compliance Plan.
• Defining resources as needed & communicating resource needs to SO.
• Developing & implementing proactive continuous improvement plans for their sub-system.
• In partnership with the SO, ensuring that there are clearly defined expert(s) for each sub-system, acting as a point of contact during inspections.
• Overseeing all documents associated with their sub-system and providing input to the document owners during updates.
• Providing comments on new/revised draft policies and guidelines and completing impact assessments where required.
ORGANIZATIONAL RELATIONSHIPS
• Reports to the Rathdrum & Tallaght Site Leader and offsite to Global EHS.
• Strong working relationship with sites’ Leadership Teams.
• Strong working relationship with the sites’ Engineering Groups.
• Some contract resources may report to this position.
EDUCATION AND EXPERIENCE
• Minimum education of bachelor’s degree in engineering, science or EHS, with a master’s degree preferred.
• Minimum 10 years of relevant site EHS supervisory and professional experience in active pharmaceutical ingredients or chemical manufacturing plants. Seveso and/or IPPC related experience are an advantage. Additional experience in plant engineering, production and/or maintenance is a plus.
• Demonstrated proficiency to operate effectively in a matrix organization and to influence colleagues outside of direct reporting relationship.
TECHNICAL SKILLS AND COMPETENCIES REQUIRED
• Candidate must demonstrate technical, people and business skills.
• Ability to work collaboratively with all levels of the organization.
• Strong communication skills, both formal and informal, verbal and written.
• Strong leadership skills to develop, motivate and collaborate with others.
• Ideal candidate will be self-motivated, results oriented and business focused.
• Passionate about Operational Excellence (Continuous Improvement – Lean Manufacturing – 6 sigma – Visual Management – Standard Work – 5S etc).
• Demonstrated track record of being a change agent.
• Record of innovation, focus on performance, leader development with continuous improvement and development/implementation of best practices.
• General understanding of the animal health regulatory requirements is a plus.
• Strong knowledge of EHS regulations in Ireland.
• Strong knowledge and skill in Process Safety and in Hazard Analysis techniques (eg. process hazards analyses, HAZOPs, What-If analyses, etc.), Industrial Hygiene and Environmental Management skills.
