Join Chesterfield’s award-winning eGovernment Services team and help shape the future of how residents access government information and services online. We’re hiring an eGovernment Services Developer to lead the technical strategy and continued evolution of Chesterfield.gov and the county’s public-facing digital experience.

This role combines web development, platform administration, user experience and digital strategy. You’ll help set the direction for our web ecosystem, develop and implement new solutions, establish standards and use data and emerging technology to continuously improve how people interact with county government online.

What You’ll Do

  • Serve as a technical and strategic lead for Chesterfield.gov and the county’s public-facing web ecosystem, helping define priorities, standards and the long-term direction of our digital services.
  • Administer, configure and continuously improve the county’s enterprise web content management system, including templates, modules, components, integrations and platform functionality.
  • Design and develop accessible, responsive web interfaces and digital solutions using HTML, CSS, JavaScript and other appropriate web technologies.
  • Lead major website initiatives, including redesigns, migrations, new functionality, third-party integrations and improvements to information architecture, navigation and service delivery.
  • Translate department needs and service goals into scalable digital solutions, balancing user experience, technical requirements, accessibility, maintainability and organizational priorities.
  • Use web analytics, site search data, accessibility findings, user behavior and other performance measures to identify opportunities and guide improvements.
  • Establish and maintain technical standards, reusable design patterns and development practices that create a consistent, accessible and sustainable digital experience.
  • Partner with application development, data and analytics, cybersecurity, communications and other teams to connect web experiences with enterprise systems, data and services.
  • Evaluate emerging web technologies, artificial intelligence, search capabilities and digital tools and recommend practical opportunities to improve the county’s digital services.
  • Provide technical guidance to eGovernment Services staff, departmental web contributors and project teams, helping others successfully implement county web and accessibility standards.
  • Collaborate with vendors and technology partners to troubleshoot issues, evaluate capabilities, implement enhancements and influence product direction.
  • Support digital accessibility efforts and ensure web solutions align with WCAG standards and county accessibility requirements.

Knowledge, Skills and Abilities

  • Bachelor’s degree in information systems, computer science, web development, digital media or a related field; minimum of five years
  • working experience, developing, and deploying web-based solutions; or an equivalent combination of education and professional experience.
  • Significant professional experience developing, administering or supporting enterprise websites and web content management systems.
  • Strong knowledge of HTML and CSS, with experience using JavaScript and modern front-end web development techniques.
  • Experience configuring and extending enterprise content management systems, including templates, components, modules and third-party integrations.
  • Strong understanding of responsive design, semantic HTML, web accessibility and WCAG standards.
  • Experience applying user experience, information architecture and human-centered design principles to complex websites and digital services.
  • Ability to use analytics, search data, usability findings and other evidence to evaluate digital experiences and guide technical and strategic decisions.
  • Experience gathering requirements, evaluating technical options and translating business needs into practical web solutions.
  • Understanding of APIs, structured data and system integrations and how they can be used to improve digital service delivery.
  • Strong troubleshooting and analytical skills with the ability to independently research issues and develop sustainable solutions.
  • Strong communication skills and the ability to explain technical concepts and recommendations to both technical and nontechnical audiences.
  • Ability to lead complex initiatives and influence technical direction while working collaboratively across teams and departments.
  • Experience with CivicPlus/CivicEngage Central, enterprise search platforms, online form platforms or public-sector digital services is a plus.

Additional Requirements

  • Twelve-month probationary period.
  • Must maintain personal mobile technology as a condition of employment.
  • Pre-employment drug testing, FBI criminal background check, and education/degree verification required.
  • This position is subject to working in high security areas governed by the US Department of Justice’s “Criminal Justice Information Services (CJIS) Security Policy” and therefore requires passing a more stringent criminal background check. Must be a US citizen or have been a lawful resident of the US for the past ten consecutive years.
