Lakeville Area Schools has a Educational Data and Systems Manager position available.

This position is a 261 days per year 8 hours a day position.

Salary: $110,000 - $115,000 depending on experience

POSITION SUMMARY: Educational Data and Systems Manager provides districtwide leadership for the effective, equitable, and responsible use of student data to improve teaching, learning, student support, program implementation, and continuous improvement. The position leads the interpretation of educational data and determines how it should be represented and communicated for different audiences; builds the data literacy of staff and leaders; establishes coherent data practices, measures, and inquiry routines; and ensures that educators and decision-makers have timely, accurate, understandable, and actionable information. The Educational Data and Systems Manager also provides strategic oversight of user-facing student data systems and operational workflows, serves as the bridge between educational priorities and technical implementation, partners closely with the District Assessment Coordinator (DAC) and technical data analytics staff, and serves as the district's backup DAC.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

The essential functions of this position may include, but are not limited to, the following fundamental duties:

District Leadership for Educational Data Use

  • Provide districtwide leadership for educational data strategy, aligning measures, reports, inquiry practices, and system priorities with the district strategic plan, instructional priorities, student-support goals, and continuous-improvement processes.
  • Establish and communicate common expectations for how district and school teams access, interpret, visualize, discuss, and act on student data.
  • Lead cross-functional teams in defining key measures, success indicators, data definitions, and evidence needs for district initiatives and specialized programs.
  • Advise district and school leaders on appropriate data sources, analytical approaches, limitations, and implications for policy, resource allocation, program design, and improvement planning.
  • Facilitate coherent data-review and inquiry cycles that move teams from information to well-supported questions, decisions, actions, and progress monitoring.

Strategic Oversight of Student Data Systems

  • Provide functional leadership and strategic oversight for district student data systems and applications, including EduClimber, Infinite Campus gradebook and assessment structures, FastBridge, CAPTI, ClassLink-connected applications, and other assigned educational data tools; complete or coordinate configuration work as appropriate.
  • Manage annual system cycles, including school-year rollovers, data-entry windows, benchmarks, smart forms, thresholds, tags, permission groups, rosters, archives, and other recurring configurations.
  • Maintain role-based access and user permissions in collaboration with program leaders and technology staff, ensuring that staff have appropriate access based on job responsibilities.
  • Set priorities and coordinate with technology staff and vendors to resolve system issues and improve the usability, accessibility, interoperability, and reliability of district data tools.

Data Workflows, Quality, and Documentation

  • Design and maintain standardized workflows for collecting, transferring, validating, storing, archiving, and reporting student data across district systems and programs.
  • Conduct routine data validation and quality checks; identify inconsistencies, determine likely sources, and coordinate timely corrections with the appropriate system or program owner.
  • Develop and maintain annual operating calendars, standard operating procedures, system configuration records, process maps, training resources, and other documentation necessary for continuity and consistent implementation.
  • Lead and support district data-governance practices, including common definitions, data ownership, quality standards, responsible access, retention, privacy, and compliance with FERPA and applicable state and federal requirements.

Instructional and Specialized Program Data Support

  • Organize and prepare post-assessment data so teachers, school leaders, and program leaders have timely and actionable information for instructional and program decisions.
  • Translate criteria established by program leaders into documented data rules, system configurations, rosters, threshold reports, and recurring workflows that support consistent implementation.
  • Develop and maintain data structures and operational processes for programs including MTSS, Title I, English Language Development, Special Education, Gifted and Talented/Honors, Achievement and Integration, ADSIS, Bilingual Seals, the Local Literacy Plan, and other specialized or legislatively required initiatives.
  • Support program monitoring, eligibility and placement processes, intervention documentation, compliance reporting, and program evaluation while ensuring that final instructional and eligibility decisions remain with the appropriate program leaders and teams.

Gradebook and Assessment Data Operations

  • Configure and maintain PK-12 Infinite Campus gradebook structures in partnership with Teaching and Learning and technology staff, including benchmarks, assignments, proficiency scales, curriculum-copy processes, grading periods, and posting structures.
  • Provide operational support and quality assurance for gradebook setup, use, and posting; monitor consistency and completeness and help staff resolve configuration or workflow problems.
  • Partner with the DAC on assessment calendars, rosters, data transfers, score uploads, result distribution, and assigned state and district reporting processes; maintain current knowledge of MDE assessment procedures and requirements.
  • Coordinate assigned operational components of district assessments and assessment-related programs, ensuring that results are accurately transferred to Infinite Campus, EduClimber, and other approved reporting systems.
  • Serve as backup DAC to ensure continuity of assessment administration and compliance when the DAC is unavailable or when additional district capacity is required.

Educational Data Interpretation, Visualization, Strategy and Communication

  • Lead the educational design and use of shared data views, scorecards, dashboards, and visualizations by defining their purpose, intended audience, measures, and decision-making needs, aligned with district priorities.
  • Translate educational questions and audience needs into clear requirements for measures, reports, dashboards, visualizations, and other decision-support products; partner with DSC-IT staff, who provide the technical expertise for development and implementation.
  • Partner with DSC-IT staff to validate source data and calculations, review prototypes and completed products, and ensure that reports, dashboards, and visualizations accurately represent educational definitions, context, and intended use.
  • Analyze and synthesize student learning, opportunity, engagement, intervention, demographic, and program-implementation data; identify meaningful patterns, trends, gaps, and relationships; and communicate findings without overstating what the data can establish.
  • Maintain current staff- and family-facing information related to assigned data systems, assessment results, gradebook processes, and data access in collaboration with program leaders and Communications.
  • Determine how educational data should be organized, represented, and communicated for intended audiences; review dashboards and visualizations developed in partnership with DSC-IT staff to ensure they are accurate, understandable, useful, and aligned with the decisions they are intended to support.
  • Disaggregate data responsibly to examine student experiences and outcomes across schools, programs, grade levels, and student groups while protecting privacy and avoiding deficit-based interpretations.
  • Support the monitoring and review of district initiatives and programs by clarifying intended outcomes, identifying useful measures, examining implementation and results, and helping leaders interpret findings appropriately.

Data Literacy Leadership and Professional Learning

  • Lead a coherent districtwide approach to data literacy and design professional learning, coaching, tools, and implementation support for teachers, learning specialists, site assessment coordinators, administrators, and program staff.
  • Build staff capacity to formulate useful questions; locate and connect relevant evidence; interpret assessments, measures, and visualizations; recognize uncertainty, bias, and limitations; and use findings responsibly in educational decisions.
  • Facilitate productive data conversations and inquiry cycles that emphasize learning, root-cause exploration, and system improvement rather than compliance, ranking, or premature conclusions.
  • Lead and participate in cross-functional teams and recurring implementation cycles requiring coordination among Integrated Continuous Improvement, Teaching and Learning, Student Services, Special Education, Technology, Communications, and school leaders.

Leadership for Equity and Responsible Data Use

  • Use equity-centered data practices that support access, inclusion, and appropriate interpretation of student information without reinforcing deficit-based assumptions.
  • Help ensure that district-approved criteria and workflows are applied consistently across schools and student groups; identify patterns that may indicate inequitable access, implementation, or outcomes for further review by program leaders.
  • Protect student confidentiality and promote ethical, transparent, and responsible use of data in all systems, reports, communications, and professional learning.

KEY COLLABORATIVE RELATIONSHIPS

  • District Assessment Coordinator: Leads state and district assessment administration, security, compliance, and accountability; this position supports operational processes and provides backup capacity.
  • DSC-IT Staff: Provide technical expertise for programming, system integration, SQL/report development, and dashboard and visualization construction; the Educational Data and Systems Manager defines the educational purpose, audience, measures, interpretation, and requirements and validates the accuracy and usefulness of completed products.
  • Teaching and Learning, Student Services, Special Education, Achievement and Integration, and Program Leaders: Establish instructional expectations and program priorities in partnership with the Assistant Director, who helps define evidence needs and translates those needs into sound analysis, meaningful visualizations, reliable systems, and repeatable processes.

ADDITIONAL DUTIES AND RESPONSIBILITIES

  • Provide leadership for assigned vendor relationships, licenses, renewals, budgets, and implementation priorities in collaboration with the supervisor, technology staff, procurement, and program leaders.
  • Support recurring district reporting and data-preparation cycles, including local, state, and federal requirements, as assigned.
  • Attend professional meetings, workshops, and training necessary to maintain current knowledge of student data systems, assessment operations, gradebook practices, privacy, and reporting requirements.
  • Perform other duties of a similar nature or level as assigned by the Director of Integrated Continuous Improvement

REQUIRED QUALIFICATIONS (Specific training or job experience required before appointment):

  • Bachelor's degree in education, educational leadership, research and evaluation, educational measurement, data analytics, information systems, or a related field.
  • Current Minnesota teaching license.
  • At least five years of successful professional experience in K-12 education, including substantial responsibility for interpreting educational data, supporting instructional or program decisions, leading cross-functional work, or building the capacity of educators and leaders to use data.
  • Demonstrated experience in analyzing, disaggregating, interpreting, and visualizing educational data from multiple sources, and clearly communicating findings to technical and nontechnical audiences.
  • Demonstrated ability to translate educational questions and program requirements into sound measures, analytical approaches, visualizations, technical requirements, and operational processes.
  • Experience leading professional learning, coaching, or facilitated inquiry for adult learners with varied levels of data literacy and technical expertise.
  • Knowledge of student data privacy, security, confidentiality, and applicable requirements, including FERPA.
  • Demonstrated leadership, project-management, facilitation, communication, problem-solving, and organizational skills, including the ability to influence across departments and manage multiple recurring cycles and deadlines.
  • Valid driver's license and ability to travel between district buildings.

PREFERRED QUALIFICATIONS

  • Master's degree in education, educational leadership, research and evaluation, educational measurement, data analytics, or a related field.
  • Minnesota administrative license or other advanced training in educational leadership, assessment literacy, research methods, program evaluation, data visualization, or improvement science.
  • Experience collaborating with technical data professionals to develop or refine reports, dashboards, and visualizations for educational audiences; experience with student-data platforms such as Infinite Campus, EduClimber, FastBridge, or comparable systems.
  • Knowledge of balanced assessment systems, gradebook configuration, MTSS, and data requirements for specialized instructional programs.
  • Experience with Minnesota Department of Education assessment or reporting requirements and experience serving as a DAC, assistant DAC, or site assessment coordinator.
  • Experience coordinating vendor relationships, system implementations, or cross-department data projects.

KNOWLEDGE, SKILLS, AND ABILITIES

  • Deep knowledge of K-12 teaching and learning, assessment literacy, intervention and improvement processes, educational measurement, and the ways context shapes responsible interpretation of student data.
  • Ability to communicate effectively across instructional, program, administrative, and technical roles and translate among their differing needs and language.
  • Skill in interpreting, disaggregating, validating, and communicating educational data; assessing whether reports and visualizations accurately represent the data and are useful to their intended audiences; and applying descriptive statistics and statistical reasoning appropriately.
  • Ability to lead collaborative inquiry, establish clear data practices and operating procedures, manage complex annual cycles, and sustain coherent implementation across changing initiatives and personnel.
  • Ability to exercise sound judgment, maintain confidentiality, communicate uncertainty, challenge assumptions constructively, work independently under general direction, and lead effectively across diverse teams.
