SCOPE OF ROLE:
Reports to: SEAL Technical Manager
Staff reporting to this post: SEAL Project Assistants, volunteers (if applicable)
Works closely with: MEAL, ESS, Supply Chain/Procurement, Finance, HR/Admin, Security, MoE (GEO/DEO/Schools)
ROLE PURPOSE:
The Education Officer supports the implementation of SEAL education activities at the field level across assigned districts and schools, ensuring timely and quality delivery of activities in line with approved workplans, technical standards, safeguarding requirements, and MoE coordination mechanisms. The role works closely with schools, district education offices, communities, and project stakeholders to support implementation of learning materials distribution, teacher/supervisor support, school-level activities, monitoring, and documentation.
The Education Officer contributes to implementation quality for Sub-component 1.2 (student learning materials, ASER, reading and remedial support) and Sub-component 1.3 (teacher/principal/supervisor support, school improvement planning, and supportive supervision tools), while ensuring timely reporting and coordination with the MEAL team and ESS team.
KEY AREAS OF ACCOUNTABILITY:
Program Implementation:
The Education Officer will:
- Support the implementation of SEAL project activities in the targeted districts and schools according to approved plans and timelines.
- Prepare weekly and monthly workplans in coordination with the Technical Manager.
- Support organization and facilitation of trainings, workshops, meetings, assessments, and community mobilization activities.
- Assist in the distribution of teaching and learning materials to beneficiaries and ensure proper documentation.
- Conduct regular field visits to schools and project sites to monitor implementation progress and identify challenges.
- Ensure activities are implemented according to Save the Children and World Bank quality standards and procedures.
- Support coordination of transportation and logistical arrangements for project activities in collaboration with Supply Chain and Admin teams.
- Ensure proper filing and archiving of activity documentation, attendance sheets, distribution records, and reports.
Delivery
- Support day-to-day implementation of project activities at field level.
- Follow up with schools, district education offices, and community stakeholders to ensure smooth implementation of activities.
- Provide technical support and guidance to teachers, school leaders, and volunteers during implementation of activities.
- Identify implementation challenges and report them to the Project Coordinator in a timely manner.
- Support the collection and submission of activity data, reports, and supporting documents.
- Ensure timely completion of assigned activities according to workplans and targets.
- Participate in assessments, monitoring visits, and project review meetings as required.
Monitoring, Evaluation and Accountability and Quality
- Support implementation of monitoring and evaluation tools at field level in coordination with the MEAL team.
- Collect, verify, and submit monitoring data using approved tools and systems.
- Conduct regular monitoring visits to schools and project sites and share findings with the Project Coordinator.
- Ensure proper use of standard checklists, forms, and digital tools where applicable.
- Support documentation of lessons learned, success stories, best practices, and case studies.
- Assist in facilitating third-party monitoring (TPM) visits and other monitoring activities.
- Ensure community participation and feedback mechanisms are integrated into project implementation.
- Support compliance with ESS monitoring systems and World Bank ESMF requirements applicable to field implementation.
Coordination
- Coordinate with school staff, district education offices, community leaders, and other local stakeholders during implementation of project activities.
- Maintain positive working relationships with relevant education stakeholders at school and district levels.
- Support communication and coordination between schools, communities, and the Technical Manager.
- Coordinate with other Save the Children sectors for integrated programming activities where applicable.
- Engage with children, parents, and communities to support effective implementation and monitoring of education activities.
- Support targeted people during implementation of activities.
- Assist in facilitating trainings and orientation sessions for teachers, volunteers, and community members as requested.
- Promote understanding and compliance with Child Safeguarding policies among staff, volunteers, and stakeholders.
- Provide regular feedback to volunteers and field teams to improve implementation quality.
Other
- Undertake any other tasks assigned by the line manager.
- Comply with Save the Children and World Bank policies and maintain respect for child protection, code of conduct, health and safety, equal opportunities, and other relevant policies and procedures, including World Bank ESS/ESMF requirements applicable to field implementation.

QUALIFICATIONS AND EXPERIENCE
Essential
- Minimum Bachelor Degree preferably in Education or any relevant field.
- At least two years of experience in implementing education projects or community-based programs.
- Basic technical knowledge in education programming, child protection, and community engagement.
- Experience working with I/NGOs, preferably with Save the Children or World Bank-funded projects.
- Strong interpersonal and communication skills.
- Good reporting and documentation skills.
- Ability to work collaboratively with different stakeholders.
- Ability to travel to rural communities and field locations.
- Good computer skills including MS Word, Excel, PowerPoint, and Outlook.
- Good spoken and written English skills.
- Ability to work under pressure and in challenging working environments.
- Commitment to child rights, safeguarding principles, humanitarian standards, and Save the Children values.
Desirable:
- Experience supporting teacher training, school supervision, or learning assessments.
- Previous experience in emergency or development education programs.
- Familiarity with education coordination mechanisms in Yemen.
- Excellent English proficiency.
