Job Focus Area

The Louisiana Department of Education’s Division of Diverse Learners works to ensure that students with disabilities have access to high-quality instruction, individualized supports, and educational opportunities that lead to meaningful outcomes. Through policy, technical assistance, professional learning, and partnerships with school systems, the Division supports educators and leaders in strengthening systems that serve diverse learners across Louisiana.

The Division of Diverse Learners is seeking an Education Consultant 4 to serve as a statewide leader and subject-matter expert in special education evaluation and pupil appraisal. This position will lead efforts to strengthen Louisiana’s special education evaluation and identification processes, support implementation of IDEA and state policy, and provide technical assistance and professional learning to school systems and pupil appraisal professionals. The role will also support statewide work related to alternate assessment eligibility and participation.

The ideal candidate is a collaborative and solutions-oriented leader who understands special education evaluation, can translate complex policy into practical guidance, uses data to identify opportunities for improvement, and is able to work with school systems and stakeholders across Louisiana. This is an opportunity to influence statewide systems and help ensure that students with disabilities are identified appropriately, and receive the instructional supports and services necessary to succeed.

Candidates with the following skills and competencies are encouraged to apply:

• Knowledge of IDEA requirements and Louisiana policies related to special education evaluation, eligibility, and pupil appraisal, including Bulletin 1508.
• Experience supporting or leading special education evaluation, eligibility determination, or pupil appraisal processes.
• Knowledge of policies and practices related to students with significant cognitive disabilities and alternate assessment eligibility and participation.
• Ability to interpret complex federal and state requirements and translate them into clear guidance, resources, and professional learning for educators and school system leaders.
• Experience using data and evidence to identify trends, evaluate implementation, and support continuous improvement.
• Experience developing and delivering professional learning, technical assistance, or presentations for diverse audiences.
• Strong written and verbal communication skills, including the ability to develop guidance, policy recommendations, research briefs, and stakeholder communications.
• Demonstrated ability to collaborate across teams and with multiple stakeholder groups while managing complex statewide projects.

Examples of duties

Eight years of experience in education, teaching, or administrative services; OR

Six years of full-time work experience plus five years of experience in education, teaching, or administrative services; OR

A bachelor's degree plus five years of experience in education, teaching, or administrative services; OR

An advanced degree plus four years of experience in education, teaching, or administrative services.

Job Duties:

As an Education Consultant 4 within the Division of Diverse Learners, you will:

• Serve as a statewide resource and subject-matter expert on special education evaluation, eligibility, and pupil appraisal processes.
• Develop practical guidance, tools, resources, and policy recommendations to support consistent implementation of IDEA and Louisiana special education requirements.
• Provide technical assistance and professional learning to school system leaders, pupil appraisal personnel, educators, and other stakeholders.
• Analyze special education evaluation, eligibility, and program data to identify trends, implementation needs, and opportunities for improvement.
• Lead and support statewide initiatives designed to strengthen early and accurate identification of students with disabilities.
• Support statewide implementation of alternate assessment eligibility and participation requirements, including work related to Louisiana’s 1% alternate assessment participation requirements.
• Research federal and state special education requirements and emerging issues and translate findings into actionable recommendations for agency and school system leaders.
• Collaborate across LDOE teams and with external stakeholders to align special education policy, assessment, accountability, instruction, and implementation supports.
• Develop and deliver presentations, professional learning, research briefs, and other communications for internal and external audiences.
• Support additional Division of Diverse Learners priorities and statewide initiatives related to improving instruction, services, and outcomes for students with disabilities.

Position-Specific Details:

Appointment Type: Probational or Promotional. The person hired for this position is expected to regularly report to the Baton Rouge office. Current permanent classified state employees may be required to accept a probationary appointment, if selected.

Career Progression: This position does not participate in a Career Progression Group

Work Schedule: Workdays are Monday - Friday; work hours will be determined.

Compensation: The salary offered will be determined based on qualifications and experience.

**Note regarding the advertised pay range: The Education Consultant 4 has a special entrance rate (SER) of $31.25 hourly, $2,500 biweekly that is above the minimum hire rate for these positions. The maximum amounts listed are the maximum salary amounts a person can make over their career and not the maximum amount we are allowed to pay a new hire.
