Office of School Choice

Job Focus Area

The Office of School Choice is seeking a dedicated Education Consultant 3 to serve as the lead administrator for the Tuition Donation Credit (TDC) Program and associated scholarship stacking compliance initiatives. The role will focus heavily on dual-funding compliance, data auditing, system integration, and cross-program communication. This opportunity allows you to optimize stakeholder communication, and champion transparency and accountability within Louisiana’s expanding school choice ecosystem.

Candidates with the following skills, abilities, and experience are encouraged to apply:

  • Program Management: Experience administering student financial aid, educational scholarships, or school choice programs.
  • Compliance & Auditing: Experience auditing financial records, multi-source funding streams, or enforcing regulatory program guidelines.
  • System Integration: Experience collaborating with external vendors or software developers to build, test, or refine data management systems.
  • Stakeholder Communications: Experience drafting formal policy guides, regulatory manuals, newsletters, or website resources for public consumption.

Examples of duties

Seven years of experience in education, teaching, or administrative services; OR

Six years of full-time work experience plus four years of experience in education, teaching, or administrative services; OR

A bachelor's degree plus four years of experience in education, teaching, or administrative services; OR

An advanced degree plus three years of experience in education, teaching, or administrative services.

Job Duties:

As an Education Consultant 3, you will drive the operational success and compliance of Louisiana's nonpublic school choice options. In this role, you will:

  • Lead the daily administration and data collection processes for the Tuition Donation Credit (TDC) Program.
  • Audit stacked scholarship awards to ensure strict adherence to dual-funding regulations and tuition cost limits.
  • Serve as the main point of contact for School Tuition Organizations (STOs) regarding financial reporting and tax credit documentation.
  • Partner with database developers to design and implement user-friendly data management portals.
  • Coordinate cross-departmental communications across data analytics, operations, and financial services teams.
  • Build and maintain a resource library of program guides, policy documents, and website texts for schools and families.
  • Develop proactive communications including weekly newsletters and monthly informational calls.
  • Compile mandatory legislative reports (such as Act 191) and prepare formal briefing materials for BESE board meetings.

Position-Specific Details:

Appointment Type: Job Appointment. This position will be filled as a temporary job appointment that may last up to 4 years.

Career Progression: This position does not participate in a Career Progression Group.

Work Schedule: Work hours are Monday - Friday. Work hours will be determined.

Compensation: The salary offered will be determined based on qualifications and experience.

**Note regarding the advertised pay range: The Education Consultant 3 series has a special entrance rate (SER) of $28.96 hourly, $2,317.20 biweekly that is above the minimum hire rate for these positions. The maximum amounts listed are the maximum salary amounts a person can make over their career and not the maximum amount we are allowed to pay a new hire.
