Purpose

The ICRC Economic Security Unit is looking for an Economic Generalist to be based in its Yangon Office. Under the supervision of Economic Security Team Leader and the Coordination of the Economic Security Department, s/he supports the design, implementation, and monitoring of EcoSec programs to help crisis-affected populations improve livelihoods, food security, and living conditions, mainly in Bago Region but also in other areas Southeast of Myanmar. The incumbent ensures alignment with ICRC’s strategy, conduct field assessments, plan responses, coordinate with stakeholders, and handle reporting—requiring strong humanitarian knowledge and adaptability to evolving contexts.

Accountabilities & functional responsibilities

• Conduct economic security assessments, analyze community needs, and recommend appropriate response options based on food security, livelihoods, income, and living conditions.
• Coordinate and implement Economic Security (EcoSec) activities, ensuring compliance with organizational standards, policies, and operating procedures.
• Serve as the primary focal point for collaboration with the Myanmar Red Cross Society (MRCS), local authorities, and humanitarian partners to strengthen coordinated responses.
• Collect, analyze, and report qualitative and quantitative data to identify humanitarian needs, economic security gaps, and emerging trends.
• Plan, coordinate, monitor, and evaluate emergency assistance, and livelihood support activities.
• Ensure accountability to affected populations by engaging communities, collecting beneficiary feedback, and adapting programmes based on identified needs and lessons learned.
• Organize and oversee beneficiary registration, aid distributions, post-distribution monitoring, and related administrative and reporting requirements.
• Represent the EcoSec programme in multi-sector assessments, coordination forums, and humanitarian working groups at the regional level.
• Support the design and implementation of sustainable livelihood initiatives, value chain interventions, and conditional cash grant projects with appropriate exit strategies.
• Collaborate closely with multidisciplinary teams and provide operational support for large-scale assessments, emergency responses, and field activities across the area of responsibility.

Relationships

• Internally, interacts mainly with colleagues at the local level.
• Externally, maintains and develops a network of local/district-level contacts (members of the population, community leaders, authorities, NGOs, etc.) upon request from their direct supervisor.

Certifications / Education required

• Bachelor's degree in Agronomy, Economics, Rural Development, Veterinary Science, Nutrition, International Development, Humanitarian Studies, or a related field.
• Minimum 3 years of relevant experience in humanitarian or development programmes, preferably in livelihoods, food security, cash and voucher assistance (CVA), or economic security programming.
• Experience conducting field assessments, beneficiary registration, data collection and analysis, program implementation, monitoring, and reporting.
• Strong knowledge of humanitarian principles, community engagement, accountability to affected populations (AAP), and coordination with government authorities, local partners, and humanitarian actors.
• Strong knowledge and experience of the operational, geographical, and socio-cultural context of Southeast Myanmar, particularly in East Bago, West Bago, Ayeyarwady, Tanintharyi, and other areas of responsibility.
• Excellent communication, interpersonal, and report-writing skills, with proficiency in both English and the Burmese, other local language an asset; ability to translate and interpret when required.
• Proficient in Microsoft Office applications (Excel, Word, PowerPoint) and digital data management systems, with willingness to travel extensively and work in challenging field environments.
