Management opportunities within Adult, Family, and Economic Services (AFES) provides the opportunity to lead complex public assistance programs within federal, state, and county frameworks while developing leaders, improving operational effectiveness, and ensuring timely, accurate, and accessible services.
AFES Managers play a key role in driving continuous business process improvement, using data and analytics to manage workload and inform decision-making, and fostering a culture of accountability, collaboration, and psychological safety. Managers oversee assigned program and operational areas and work closely with internal teams to strengthen coordination, integrate processes, and ensure continuity of services across the Adult, Family, and Economic Services (AFES) Division.
These roles also serves as an important representative of the agency, building strong partnerships with state and local partners, community organizations, and programs that support self-sufficiency and stability. Working alongside a peer group of division managers, you will be part of a strong internal network of collaboration and support while helping shape processes, strengthen cross-program alignment, and enhance access to services for eligible community members.

Hiring Range: $83,000.00 - $96,790.00 annually
This position has an anticipated work schedule of Monday - Friday, 8:00am - 5:00pm. Hybrid schedule may be available upon successful completion of the initial evaluation period; subject to change.

Provides leadership, oversight, evaluation, and management for single or multiple function State/Federal benefit programs and other areas as assigned. May also be responsible for offsite office locations and community co-located locations that support one or more of these program functions. Ensures compliance with all Federal, State, and County rules and regulations. Works closely with Department of Human Services (DHS) staff and community stakeholders and understands and promotes the vision and mission of El Paso County DHS. Employment is subject to the terms, conditions, and policies detailed in the Personnel Policies Manual (PPM). This position requires regular in-person presence as an essential job function.
Supervision Exercised: This classification requires supervising and monitoring performance for a regular group of employees or unit(s) including providing input on hiring/disciplinary action and work objectives/ effectiveness, performance evaluations, and realigning work as needed. A first-line or second-line supervisor typically performs these tasks.
Supervision Received: Receives administrative supervision. This classification typically performs job duties and resolves conflict according to their own judgment and initiatives, requesting supervisory assistance only when necessary. Special projects are managed with little oversight, and assignments may be reviewed upon completion. Performance reviewed periodically.
Duties are primarily performed in a high-volume office and remote work environment dependent on business needs; some local and non-local travel may be required. May be exposed to hostile family situations/individuals, and unsanitary and hazardous conditions. May require weekend and evening hours.

El Paso County lies in east central Colorado and encompasses more than 2,158 square miles. While the western portion of El Paso County is extremely mountainous, the eastern part is prairie land. The altitude ranges from about 5,095 feet (1569 m) on the southern border at Black Squirrel Creek to 14,110 feet (4301 m) on the summit of Pikes Peak, near the western boundary.
