An exciting opportunity has arisen for a skilled, organised and enthusiastic individual to play an important part in the regeneration, refocus and recovery of Fife’s town centres.

The Economic Adviser - Town Centre Development, will assist the Economic Strategies Manager and Lead Professional (Economic Regeneration) within the Place, Programmes and Policy Team to develop and refocus regeneration strategies and activity across Fife’s town centres.

We are looking for a motivated and driven individual with good values and a genuine interest in town centre regeneration as a focal point for communities.

The key aim of the post is to contribute to the work of wider cross council teams, charged with making Fife’s town centres sustainable, vibrant assets, attractive to business, investors, communities, and visitors. This role will have a range of responsibilities including but not limited to:

• Assisting the Economic Strategies Manager and Lead Professional (Economic Regeneration) in the development of policies and initiatives to aid the regeneration, refocus and recovery of Fife’s town centres.
• To work with both internal and external partners and stakeholders to develop innovative activities and projects across Fife’s town centres.
• Project management and reporting as required against agreed progress and performance indicators, including budget monitoring to ensure compliance with agreed programmes and financial limits.
• Supporting Business Improvement Districts throughout their life cycles.
• Carrying out professional tasks within the general scope of the post as may be allocated from time to time by the Head of Service.

The Person

If you meet the essential qualification criteria outlined below, we would like to hear from you:

• Educated to SCQF Level 9, including a Degree or equivalent qualification in a relevant subject such as Economics, Place Management, Geography, Planning, Surveying or Architecture; or able to demonstrate substantial relevant experience and a proven track record of delivering comparable responsibilities at an equivalent level.
• Ability to provide a regular and effective service. This role will involve the ability to travel and work across the Fife Council area.
• Experience of managing budgets with funding from multiple sources.
• Experience of and the ability to engage effectively with key stakeholders.
• Experience of managing multi-disciplinary projects.

Desirable criteria include:

• Qualification in, or proven experience of Project and Programme Management, Governance and Compliance.

As a progressive employer, we offer the opportunity to work in this role as a “blended working” arrangement with home-working opportunities and occasional office-working as required. While the significant part of the role can and will be carried out remotely, candidates should be able to travel to and attend office locations in Fife as required.
