Girl Effect Tanzania is implementing a Hilton Foundation-supported Early Childhood Development (ECD) project. The project aims to improve and sustain responsive caregiving and nutrition practices among adolescents and young parents within Tanzania’s Arusha Region. By leveraging a multi-channel Social and Behavior Change (SBC) model, the initiative integrates responsive caregiving and nutrition messaging into existing community platforms, such as Village Health and Nutrition Days (VHNDs) and youth-led peer groups, to reach target demographics effectively.
The project recognises that adolescents and young parents face unique challenges in accessing knowledge, confidence, and support to provide responsive care for young children. Early experiences during the first five years of life are critical to children’s cognitive, emotional, social, and physical development. Strengthening caregiver capacity during this period is essential to improving child outcomes, particularly among vulnerable young families.
The project emphasizes systemic capacity building by training Community Health Workers (CHWs), engaging influential community leaders, and supporting adolescent peer champions to dismantle cultural barriers and promote gender-equitable caregiving. Guided by the Nurturing Care Framework, the project prioritizes generating actionable evidence on effective SBC delivery and adaptation strategies, with the ultimate objective of institutionalizing high-impact Early Childhood Development (specifically responsive caregiving and nutrition domains) interventions within government planning to ensure long-term sustainability and scale.
To support high-quality implementation, Girl Effect Tanzania is seeking an experienced Early Childhood Development (specifically responsive caregiving and nutrition domains) Technical Advisor who will provide technical leadership and ensure sound programme design.
The ECD Responsive Caregiving Technical Advisor, acting in a consultancy capacity, will provide strategic guidance and advisory leadership for the Hilton Foundation-supported ECD Responsive Caregiving programme. The role focuses on shaping strategy and programme design, designing technical tools, and reviewing curricula to ensure that programme approaches are evidence-based and aligned with desired outcomes.
Working closely with the project team, government counterparts, and key stakeholders, the ECD (specifically responsive care giving and nutrition domains) Technical Advisor will translate technical evidence into practical programming approaches that support adolescents and young parents to adopt positive caregiving behaviours and improve outcomes for children aged 0–5 years. The role requires sound technical expertise in the area of ECD (specifically responsive care giving and nutrition domains), including the ability to provide sound inputs in programme design, strengthening delivery approaches, development of technical resources, and building the capacity of respective teams.

The consultant must be based in Tanzania and have extensive experience there. The Assignment is to be carried out in Tanzania.
The consultant will have a primary point of contact with the Girl Effect Tanzania Country Director. The language of the materials and reports shall be English. The contract supervisor shall approve all deliverables submitted by the agency before any payment is made.
