GENERAL STATEMENT OF DUTIES

The Senior Project Manager, Licensure assists with teacher recruitment, licensure, summer school hiring and employment processing for summer school. Additionally, the incumbent administers the scholarship program.

The position supports the identification, development, and administration of grant-funded educator pipeline initiatives designed to expand employee access to teacher licensure and certification opportunities. Responsibilities include researching and securing federal, state, local, and private funding opportunities that support grow-your-own programs, educator preparation pathways, and initiatives that strengthen APS’s long-term teacher workforce.

SUPERVISION

Work is performed under the general supervision of the Assistant Superintendent, Human Resources or their designee.

DISTINGUISHING CHARACTERISTICS

This is a single position classification assigned only to the Human Resources Department.

School Board Policies and Policy Implementation Procedures, supervisor’s instructions, school and department needs and requests.

CONTACTS

Colleges and universities, media, principals, assistant principals, supervisors, State Department of Education, applications, and the general public.

ESSENTIAL FUNCTIONS

• Plans and supervises the multifaceted activities involved in the planning, organization, administration, and management of the day-to-day operations and staff in all aspects of licensure requirements for teachers, administrators, and other certificated employees of Arlington County Public Schools (APS).
• Acts as a liaison, resource, and contact person for the Virginia Department of Education (VDOE) to ensure compliance with laws, rules, and regulations.
• Administers add-on programs and alternative licensure initiatives related to the employment of teachers, substitute teachers, and teacher assistants.
• Oversees the processing of license applications for new APS teachers; manages the yearly teacher renewal and nonrenewal processes.
• Assists and advises employees and applicants with the licensure process.
• Assists with the Instructional Personnel Report.
• Transcript review concerning licensure and eligibility for employment.
• Maintains appropriate contact with applicants, employees, administrators, officials at colleges and universities, and the Virginia Department of Education (VDOE).
• Manages the scholarship program and serves as liaison with internal departments and external agencies.
• Screens and reviews certified applications and resumes and refers applicants to principals and supervisors.
• Evaluates existing policies and procedures and makes recommendations for improvement.
• Assists in formulating internal operations and procedures.
• Research records for information requested.
• Performs related duties as required or assigned.
• Monitors state licensure updates and trends and research in the field of certification and assists in incorporating changes into AP’s existing practices and regulations.
• Supervises the completion of transcript analysis to qualify and determine changes in teacher endorsements and salaries.
• Manages risk and matters of compliance related to local, state, federal regulations, policies, and mandates.
• Presents information and recommendations to senior management team or School Board.
• Performs related duties as required or assigned.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES

• Thorough knowledge of Arlington Public School’s personnel policies and procedure and licensure compliance.
• Ability to establish and maintain collaborative working relationships with school district administrative, professional, and staff employees, and employee organizations, and to meet with these individuals to stay abreast of events and issues, focusing on problem identification and resolution, information exchange, and joint cooperation.
• Ability to serve as a team leader.
• Ability to interact effectively with administrators, teachers, assistants, substitutes, and applicants.
• Ability to maintain confidentiality of employment information.
• Experience working with students, families, and staff from various cultural and linguistic backgrounds.
• Skill in providing guidance and assistance to employment staff.
• Ability to communicate clearly and effectively, both verbally and in writing, with strong interpersonal skills and the ability to earn and maintain the trust of school personnel.
• Ability to work in a culturally diverse setting.

MINIMUM EDUCATION, TRAINING AND EXPERIENCE

Bachelor’s degree from an accredited college or university with major work in human resources, education, or business administration; or equivalent combination of experience and training which demonstrates the incumbent possesses the knowledge, skills, and abilities necessary to perform the essential functions of the position successfully.

Previous experience and working knowledge of Oracle HR System.

Work requires moving about to obtain work objectives, supplies, etc., distributing work, coordinating with others and performing related functions, operating office and communications equipment, such as a computer and a telephone, reviewing questionnaires, reports and other documents containing small print, symbols and statistical notations.
