Context and Organizational Unit

Global Health Directorate

The Global Health Directorate leads the WBG's health agenda, partnering with governments and the private sector to strengthen health systems, improve health outcomes, and accelerate progress to expand access to quality, affordable health care. It provides intellectual leadership, technical expertise, and operational support to country teams working across the full spectrum of health system challenges, supporting regional teams to deliver on the Bank's corporate health commitments — reaching 1.5 billion people with quality, affordable health services and building resilience in 66 countries — while supporting the creation of more and better jobs.
The Directorate is led by a Global Director supported by two Practice Managers who oversee the Policy & Regulations (P&R) and Solutions and Impact (S&I) Units, as well as a Front Office responsible for strategy, partnerships, risk management, external and internal engagement, and talent and budget management.

The Health Policy and Regulation team within the Global Health Directorate is responsible for the normative, policy, and regulatory frameworks that underpin the WBG's global health agenda. It houses four dedicated programs: Mission 1.5 Billion Health Beneficiaries (health service delivery, health financing, and healthy longevity); Policy and Regulation of Mixed Health Systems (PPPs, health sector value chains, and the Health for Jobs agenda); Mission 66 Resilient Health Systems (health emergency preparedness, response and resilience, climate change, and public health and disease prevention); and Nutrition. Together, these programs generate the evidence, norms, and policy tools that guide both WBG country operations and broader global health policy dialogue.

A Central Program Implementation Unit (PIU) reports jointly to both Managers and serves as the operational bridge between the two global units, managing portfolio and pipeline, Health Compacts, CPF upstream engagement, and regional outreach. Two cross-cutting layers — Methods, Impact Measurement and Innovation and Digital and AI — provide foundational technical support to all programs within the Directorate.

Resilient Health Systems Team

Within the GEU, the Resilient Health Systems team advances the World Bank’s work on health emergency prevention, preparedness, and response (HEPPR), health system resilience, and emergency-ready primary health care (ERPHC) through knowledge generation, capacity building, and support to regional and country teams. The team leads capacity building, knowledge exchange, and learning initiatives; develops global public goods and analytical products; and supports regional and country teams in translating evidence, diagnostics, and frameworks into practical country-level action.

The Health Global Practice is seeking to hire a Senior Health Specialist/Extended Term Consultant (ETC) based in Washington, D.C., reporting to the Unit Manager under the supervision of the Program Manager for the Resilient Health Systems team. The ETC will play a key role in advancing the global HEPPR and resilience agenda by supporting the design, delivery, and dissemination of analytical, technical, and knowledge products, as well as capacity building and learning initiatives in collaboration with the Learning and Knowledge Program (LAKP) and regional teams.
The role will contribute to strategic, technical, and operational work across HEPPR, ERPHC, diagnostics, governance, and health systems, with a strong focus on strengthening linkages between preparedness, resilience, and the UHC 1.5 billion agenda and related implementation priorities. The ETC will support global workstreams—including capacity building, diagnostics, governance, and ERPHC—while also providing hands-on technical and operational support to country teams and World Bank operations. Through this work, the ETC will help translate global knowledge into actionable country programs that strengthen institutional capacity, improve continuity and quality of essential services, enhance data-driven decision-making, and advance resilient, equitable, and people-centered health systems.

DUTIES AND ACCOUNTABILITIES

The Resilient Health Systems team is seeking to recruit a high-performing, dynamic and experienced senior health specialist/ETC.

Specific responsibilities will include:
•Co-lead the design and delivery of global and regional capacity-building, learning, and knowledge-exchange activities on HEPPR, emergency-ready primary health care, governance, and resilient health systems, including training programs, workshops, technical exchanges, and Communities of Practice.
•Develop and quality-assure learning and knowledge products, including presentations, facilitator guides, case studies, policy briefs, and operational notes, to support staff and client learning. Contribute to the Learning and Knowledge Program (LAKP) and promote the uptake of evidence, good practices, and operational lessons across regions and support cross-country learning.
•Co-lead key workstreams related to diagnostics, assessments and governance, while strengthening linkages between preparedness and core health system functions, including PHC and integrated public health.
•Contribute to high-quality analytical and technical work on HEPPR, ERPHC, governance, and resilient health systems, including the development and dissemination of analytical outputs and knowledge products. Ensure alignment with the UHC 1.5 billion agenda and related implementation priorities, emphasizing preparedness as foundational to service continuity, quality of care, and equitable access to essential services. This includes contributions to the health emergency scorecard indicator methodology and reporting.
•Provide technical and operational support to regional and country teams during project preparation and implementation—particularly in applying active learning and knowledge sharing approaches to facilitate integration of HEPPR into broader health systems and PHC platforms. Support the development of practical diagnostic tools to help teams apply HEPPR and health system resilience diagnostics, assess country readiness, and guide priority investments.
•Advance cross-sectoral and multisectoral collaboration with internal teams and external partners, including governments, multilateral agencies, academic institutions, donors, and other technical partners, to strengthen HEPPR and ERPHC learning, analytics, and implementation.
•Perform other related duties as assigned to support the HEPPR and Public Health work program, in consultation with the Task Team Leader (TTL) and Program Manager.

Selection Criteria

The ideal candidate will be a highly motivated global health professional with a strong background in HEPPR, health system resilience, and capacity building. The successful candidate will bring a combination of strong technical and analytical expertise, program and portfolio management experience, and the ability to translate complex evidence into actionable insights for policy, operations, and learning. The candidate should demonstrate the ability to work effectively in multidisciplinary and multicultural teams, engage a wide range of stakeholders, and communicate complex ideas clearly through high-quality written products and presentations.
Education
•Master’s degree in a relevant field, such as Public Health, Global Health, Health Systems, Health Policy, or Knowledge and Learning, with at least 8 years of relevant professional experience in global health and development, including health systems strengthening, service delivery, resilience, and HEPPR. Experience in systems thinking and implementation science is an asset.
Experience & Skills
•Demonstrated experience managing complex, multi-stakeholder programs in international development or public health, with the ability to coordinate diverse teams, set priorities, and deliver results under tight timelines in fast-paced environments.
•Experience designing and implementing global and regional capacity building programs, with knowledge of adult learning methodologies, peer learning, and knowledge exchange models.
•Proven ability to engage and collaborate with a wide range of stakeholders, including governments, international organizations, academia, civil society, the private sector, and donor partners, and to work effectively in multicultural and multidisciplinary teams.
•Strong track record in developing high-quality analytical and technical outputs, including reports, policy products, and publications in peer-reviewed journals, with the ability to synthesize evidence and translate it into actionable insights for policy and operations.
•Strong experience in HEPPR and health system resilience diagnostics and assessments, monitoring and evaluation, and results framework design.
•Familiarity with World Bank Group operations and the broader global health architecture.
•Excellent written and verbal communication skills, with the ability to convey complex ideas clearly and concisely, develop high-quality presentations and reports, and engage effectively in strategic dialogue with internal and external stakeholders.
•Highly organized, detail-oriented, and proactive, with strong interpersonal skills and sound judgment, and the ability to work both independently and collaboratively.
•Demonstrated professionalism and ability to maintain composure under pressure while delivering high-quality outputs.
•Fluency in English is required; proficiency in French or another relevant language is an advantage.
