The Education & Skills Global Department and the Social Policy Global Department play critical roles in supporting countries to build human capital, expand economic opportunities, and improve well-being through effective education, skills development, social protection, and economic inclusion systems.

To advance these agendas, both departments rely on robust knowledge management, learning, communications, and collaboration platforms that provide staff and external stakeholders with access to cutting-edge research, operational tools, data, and institutional knowledge. Within Social Policy, strategic priorities include advancing the World Bank's SP500 target through innovative social protection and economic inclusion programs, while strengthening global knowledge assets such as the ASPIRE Data Portal and expanding analytical and operational work on aging and demographic change.

In this context, the Departments seek dedicated support to maintain and enhance knowledge and collaboration platforms, ensure compliance with World Bank Group information management standards, foster global communities of practice, and deliver high-quality knowledge management, learning, communications, and operational support across departmental priorities.

Objective of the Assignment

The objective of this assignment is to strengthen the Departments’ knowledge management, learning, communications, and outreach functions through the effective management of digital knowledge platforms, dissemination of knowledge products, coordination of learning initiatives, and engagement with internal and external stakeholders. The consultant will contribute to the delivery of departmental priorities by supporting knowledge sharing, collaboration, onboarding, communications, and content management activities, while ensuring compliance with World Bank Group information and records management standards.

Scope of Work and Key Responsibilities

  • K360 Platform Curation & Management
  • Lead the ongoing curation, organization, and regular updates of content on the K360 platform, ensuring it serves as an intuitive, centralized institutional hub, monitoring user engagement and identifying opportunities to streamline content and improve user experience
  • Coordinate the management and dissemination of knowledge resources across ASPIRE, Aging and departmental knowledge platforms, including analytical outputs, country profiles, data updates, presentations, learning materials, and other knowledge products for internal and external audiences.
  • Intranet & Digital Platform Maintenance
  • Evaluation, redesign, and continuous improvement of Education & Skills, ASPIRE, Aging, intranet presence, including content assessment, information architecture review, user experience improvements, and development of a refreshed ASPIRE brand and knowledge presence on internal platforms.
  • Track, analyze, and produce periodic usage and analytics reports to monitor engagement, assess performance, and

  • Maintain and enhance content taxonomies, tagging structures, and information architecture frameworks to improve searchability, consistency, and usability across departmental knowledge assets.
  • Ensure compliance with World Bank Group records management, information governance, and digital content management standards across platforms and repositories.
  • Support the organization and maintenance of knowledge repositories, resource libraries, and digital
  • Community Engagement, Learning & Communications
  • Support the preparation and dissemination of newsletters, bulletins, blogs, briefs, presentations, talking points, visual assets, web content, and other communications products across Education & Skills, ASPIRE, Aging, and broader departmental priorities.
  • Coordinate onboarding activities, orientation resources, knowledge-sharing initiatives, and community engagement efforts to strengthen collaboration and knowledge exchange across the Department.
  • Provide planning, coordination, and logistical support for learning events, workshops, webinars, BBLs, conferences, stakeholder engagement activities, and communities of practice.
  • Support communications, outreach, and dissemination activities related to strategic departmental initiatives, including the Global Aging Dashboard, ASPIRE knowledge products, pensions-related learning programs, and post-event knowledge products and outreach activities.
  • Provide ad hoc knowledge management, communications, learning, and operational support for emerging departmental priorities and cross-cutting initiatives as required.

Expected Deliverables

  • Monthly K360 & Intranet redesign: Regular updates and maintenance logs for K360 and GP intranet sites maintenance and redesign.
  • Monthly Usage & Analytics Reports: Tracking site traffic, engagement metrics, and actionable recommendations for improvement.
  • Updated Topical Taxonomy: A maintained and documented tagging taxonomy applied across departmental digital assets.
  • Onboarding Coordination: Successfully executed onboarding coordination support and orientation materials for incoming staff.
  • Monthly Email Bulletins: Timely drafting and dissemination of monthly KM and learning newsletters.
  • Knowledge Products & Communications Portfolio: Development and dissemination of the GSGs analytical & knowledge products and other communications materials.
  • Learning & Outreach Support: Coordination and delivery of support for BBLs, webinars, workshops, stakeholder engagement activities, and other learning and outreach events.

Selection Criteria

  • Advanced degree, preferably master's or higher, in communications, knowledge management, public policy, economics, international development, social sciences, education, or a related field.
  • At least 4-6 years of relevant professional experience in knowledge management, learning, communications, social protection, international development, or related fields.
  • Demonstrated experience supporting knowledge dissemination, learning initiatives, digital content management, and stakeholder engagement in a development or international organization context.
  • Experience managing websites, intranet platforms, knowledge repositories, collaboration spaces, or digital communication channels.
  • Proven ability to prepare high-quality communications products, presentations, briefing materials, newsletters, blogs, web content, and outreach materials for different audiences.
  • Experience supporting learning events, workshops, webinars, BBLs, communities of practice, or other knowledge-sharing activities.
  • Strong project management and coordination skills, including the ability to manage multiple workstreams.
