Description

At the World Bank, a member of the World Bank Group (WBG), you’ll join a diverse, global community working across cultures, disciplines, and borders to address the world’s most pressing development challenges. With 1.2 billion young people reaching working age in the decade ahead, the challenge of job creation has never been greater. Through partnerships across 145 countries and more than 182 offices worldwide, we work with governments, private sector, development partners and other stakeholders to invest in people, strengthen markets, and deliver scalable, data-driven solutions that generate more and better jobs and improve lives. For more information, visit https://www.worldbank.org/en/who-we-are/ibrd

The WBG’s Governance Department supports client countries in building capable, efficient, inclusive, transparent, and accountable institutions that deliver quality services, enable private-sector–led growth, and strengthen trust between governments and citizens. The Department also ensures that Bank-financed operations uphold the highest fiduciary standards in financial management and procurement.

Fiduciary Systems, Solutions and Impact Global Unit (WKPGF)

The Department’s WKPGF Global Unit brings together the revenue and spending sides of the budget, including procurement and public investment management, to strengthen the design, development and administration of public finance and procurement policies, systems, and processes to achieve better value for money, and improve fiscal management and service delivery. The Unit leads eight Governance programs: Sustainability Governance; Fiduciary Knowledge and Learning; Governance in Sectors; Multilevel Governance; Public Financial Management; Procurement for Development; State-Owned Enterprises (SOE) Governance and Institutions; and the Financial Management Umbrella Program.

As part of its mandate, the Department’s Governance for Sustainability and Resilience Global Program aims to strengthen countries’ capacity to translate long-term sustainability commitments into credible, coordinated, financed, and implementable governance actions through scalable solutions in planning, institutional capability, public financial management, and delivery systems. Through just‑in‑time technical advice, capacity building, and structured country engagements, it supports governments to design and sequence feasible reform paths that can effectively catalyze climate action and align resources with long-term priorities.

The WBG also co-hosts the Secretariat for the Coalition of Finance Ministers for Climate Action (herein “CFMCA/the Coalition”) with the IMF. The Coalition brings together fiscal and economic policymakers from 100 countries to learn from experts, share experiences, engage with stakeholders, and collaborate on strategies to address climate change through economic and financial policies. Its work is structured around six Helsinki Principles (HPs), which all countries endorse upon joining. The CFMCA Secretariat provides administrative, logistical, and technical support to the Co-Chairs and Members and helps deliver the Coalition’s Strategic Work Program, high-level Ministerial meetings, regional convenings, capacity building, and knowledge outputs. HP4 focuses on mainstreaming climate change considerations into macroeconomic policy, fiscal planning, budgeting, public investment management, and procurement, including through green budgeting, climate fiscal frameworks, climate budget tagging, climate-responsive PFM, and the integration of climate risks into macro-fiscal management.

To strengthen technical and operational capacity while ensuring a smooth strategic partnership with the Coalition, the WKPGF seeks an Extended Term Consultant (ETC) to provide dedicated support to the Sustainability Governance Program and the CFMCA Secretariat. The Specialist will provide day-to-day technical and operational support to the Sustainability Governance Program and the CFMCA Secretariat.

The ETC will work under the leadership of the Global Lead for Sustainability Governance and report to the WKPGF Practice Manager.

Duties and Accountabilities

The selected candidate will provide day-to-day technical and operational support to the Sustainability Governance Program and the CFMCA Secretariat; contribute to global knowledge, tools, and scalable solutions on sustainability governance; and work with regional and country teams to translate these approaches into practical support for

Ministries of Finance and other central finance institutions. The position requires strong technical expertise and a sound understanding of government processes and cross-cutting environmental issues, such as climate change and disaster risk finance and management. Prior experience within a Ministry of Finance or another central finance agency would be a significant advantage.

Specific duties and accountabilities include:

  • Provide policy advice and operational support to the Bank’s climate agenda, including the creation and/or implementation of World Bank-administered climate change governance-related trust funds.
  • Create and deliver knowledge products and analytical resources on sustainability governance at the global, regional, and country levels, including toolkits, frameworks, research, climate governance datasets, dashboards, and other tracking tools.
  • Conduct Climate Change Institutional Assessments (CCIAs) and similar assessments, ensuring alignment with the WBG’s Country Climate and Development Reports (CCDRs) and other governance-related diagnostics, such as Climate PEFA, the Disaster Resilience and Responsive PFM toolkit, and C-PIMA.
  • Provide timely advice and on-demand operational support to World Bank staff in preparing, implementing, reporting on, evaluating, and closing climate governance-related projects and analytical work. Serve as a WKPGF resource on climate governance.
  • Support capacity-building efforts for World Bank staff and borrower countries on sustainability governance, WBG climate commitments, and other relevant topics, in close collaboration with regional task teams and other global departments.
  • Help cultivate and manage strategic partnerships across a wide range of Bank units and external stakeholders. The latter involves liaising with donors and establishing or maintaining coordination and collaboration arrangements.

The Specialist will also work under the general direction of the CFMCA Secretary to deliver tasks, reports, analyses, and materials in a timely manner with minimal supervision. These include, but are not limited to the following:

  • Provide technical leadership and coordination support for the Coalition’s HP4 workstream and thematic policy priority areas.
  • Mobilize and coordinate capacity-building activities and manage thematic working groups aligned with the Coalition’s Strategic Work Program and cross-cutting priorities, including priorities that span multiple Helsinki Principles.
  • Develop policy notes, guidance, and peer-learning activities that strengthen efforts to mainstream climate considerations into macro-fiscal policy, budgeting, and public investment, and that link fiscal frameworks with NDCs, LTSs, and finance mobilization.
  • Curate and synthesize member practices (e.g., from Climate Action Statements, member surveys) and track emerging trends.
  • Support content development for high-level Ministerial events, deputies’ meetings, regional convenings, and COP engagements.
  • Liaise with the communications team to distill technical outputs into accessible blogs and notes, and maintain the HP4 page on the Coalition website and other Secretariat channels.
  • Contribute to Secretariat reporting (workplans, progress updates, annual reports).

Selection Criteria

  • Advanced degree (Master’s or PhD) in Economics, Public Policy, Public Administration, Finance, Political Science, or another related field.
  • A minimum of eight years of relevant experience. First-hand country experience in working on climate change governance issues, especially regarding developing or implementing climate-smart PFM or public administration solutions in a client-facing role, is highly desirable.
  • Experience working in (or closely with) ministries of finance, budget, central bank or local government agencies.
  • Extensive and up-to-date knowledge of relevant analytical tools, and technical and administrative functions. A proven track-record of leading or making substantive contributions to analytical work on the governance of climate action, particularly from institutional resilience and fiscal sustainability perspectives.
  • Demonstrated understanding of the Coalition’s mandate and its application to fiscal and economic policy. Ability to support CFMCA Co-Chairs, engage senior government officials, and coordinate with institutional partners (e.g., World Bank, IMF, others). Knowledge of Secretariat roles and functions in a WB-hosted setting is an asset.
  • Experience developing and managing a portfolio or work program, including managing workplans, timelines, and budgets and reporting on results.
  • Ability to coordinate specialists from multiple disciplines to complete joint products, with a strong track record of effective teamwork and of fostering a collaborative culture in a fast-paced, agenda-driven environment.
  • Experience in an international development or research institution, agency, or firm is necessary; experience with World Bank or IMF operations is preferred.
  • Very good understanding of development partners and World Bank instruments and processes.
  • Ability to work simultaneously on a variety of issues and tasks, adjust priorities independently as needed, achieve results in line with agreed objectives, and meet ambitious deadlines.
  • Excellent interpersonal and partnership skills, diplomatic acumen, a strong client focus, and the ability to foster collaborative relationships are required. The candidate must be able to engage effectively and diplomatically with member-country authorities.
  • Experience in coalition building, problem-based approaches, facilitating reform processes, and supporting reform in a flexible manner is strongly preferred.

  1. Sense of urgency: Anticipate and quickly respond to the needs of internal and external stakeholders.
  2. Thoughtful risk-taking: Challenge the status quo and push boundaries to achieve greater impact.
  3. Empowerment and accountability: Empower yourself and others to act and hold each other accountable for results.
