Forced displacement remains a major global development challenge, with growing numbers of refugees and internally displaced persons (IDPs), increasingly protracted displacement situations, and declining humanitarian financing. These trends underscore the importance of development approaches that complement humanitarian assistance and protection efforts by strengthening national systems, expanding socioeconomic opportunities, and supporting sustainable solutions for displaced populations and host communities.

Over the past decade, the World Bank Group (WBG) has significantly expanded its engagement on forced displacement in low- and middle-income countries, including through dedicated financing instruments such as the IDA Window for Host Communities and Refugees (WHR) and the Global Concessional Financing Facility (GCFF). The Fragility, Conflict, and Violence (FCV) Group, through its Forced Displacement Team, leads and coordinates this agenda in collaboration with Country Management Units, Global Practices, and external partners.

Building on the WBG's refreshed FCV Strategy (2026–2030), the FCV Group is developing a Forced Displacement Roadmap to guide the WBG's strategic and operational engagement over FY27–FY30. The Roadmap seeks to strengthen country-level responses to forced displacement, with a focus on expanding jobs and self-reliance, inclusion in national services, sustainable returns, and development responses to internal displacement. It also aims to strengthen the WBG's operational delivery, knowledge and partnerships, and financing instruments.

A key priority under this agenda is the WBG's collaboration with UNHCR to advance the 50by35 initiative, which aims to halve the number of aid-dependent refugees in protracted situations by 2035. This effort focuses on translating the objective of refugee self-reliance into country-level policies and operations, strengthening the evidence base and measurement of progress, and supporting greater alignment between humanitarian and development interventions. This builds on UNHCR's Sustainable Responses approach under the Global Compact on Refugees, which seeks to move away from short-term subsistence approaches toward government-led responses that promote self-reliance, and on the WBG's Development Approach to forced displacement (together, the Sustainable Responses / Development / 50by35 Approach).

Roles and responsibilities

The Extended Term Consultant (ETC) will report to the GTFS2 Manager under the supervision of the Forced Displacement Team Lead. The selected candidate is expected to work with proactivity and autonomy within the broader forced displacement team to support the planning and implementation of the Sustainable Responses / Development / 50by35 Approach in refugee-hosting countries, with a focus on analytics and advisory work, global analytics and stakeholder engagement, knowledge-sharing, and institutionalization of the approach. The ETC will coordinate closely with colleagues in Global Practices, Country Management Units, field-based colleagues, UNHCR, and other partners. Travel may be required.

Specific activities will include:

Lead and contribute to global-level engagement and analytics, including:

  • Oversee the drafting and finalization of analytical reports relevant to the self-reliance effort, including the report on encampment;
  • Contribute to short (10 to 20 pages), operationally focused papers on issues deemed critical by hosting countries, including: grounding the responsibility-sharing debate in data (including the alignment of refugee financing with sustainable responses, resource allocations, instruments, and architecture); options for engaging in countries of origin; principles and operational recommendations for development actors to support sustainable refugee returns; preparedness frameworks when shocks can be predicted; and a socio-economic lens on IDP solutions, including analytics on the use of socio-economic data to define and measure solutions;

  • Engage proactively with relevant stakeholders for follow-up in the appropriate fora;

Advance 50by35, knowledge-sharing, and institutionalization, including:

  • Support the team operationalizing the 50by35 measurement effort, including baseline estimates and the development, with UNHCR teams, of a 50by35 monitoring framework;
  • Co-lead the preparation of the World Bank Playbook in support of the High Commissioner's 50by35 goal, and lead or co-lead subsequent strategic pieces;
  • Lead or contribute to knowledge-sharing and dissemination of good practices, including events and other activities as appropriate.

Support the work of the forced displacement team, including:

  • Lead or contribute to analytical products, policy briefs, presentations, dashboards, and other materials to inform strategic and operational dialogue;

About The World Bank Group

The World Bank is a vital source of financial and technical assistance to developing countries around the world. Our vision is to create a world free of poverty on a livable planet.

We are not a bank in the common sense; we are made up of two unique development institutions owned by 189 member countries: the International Bank for Reconstruction and Development (IBRD) and the International Development Association (IDA).

Each institution plays a different but collaborative role in advancing the vision of inclusive and sustainable globalization. The IBRD aims to reduce poverty in middle-income and creditworthy poorer countries, while IDA focuses on the world's poorest countries.

Their work is complemented by that of the International Finance Corporation (IFC), Multilateral Investment Guarantee Agency (MIGA) and the International Centre for the Settlement of Investment Disputes (ICSID).

Together, we provide low-interest loans, interest-free credits and grants to developing countries for a wide array of purposes that include investments in education, health, public administration, infrastructure, financial and private sector development, agriculture and environmental and natural resource management.
