CGAP is a global partnership of more than 30 leading development organizations dedicated to advancing the lives of people living in poverty, especially women, through financial inclusion.

CGAP works at the frontier of inclusive finance to test solutions, spark innovation, generate evidence, and share insights. CGAP’s knowledge enables public and private stakeholders to scale solutions that make financial ecosystems meet the needs of poor, vulnerable, and underserved people and of micro and small enterprises (MSEs), including through advancing women’s economic empowerment. As a global public good, CGAP’s independent research and analysis is available to all.

CGAP envisages responsible and inclusive financial ecosystems that enable a green, resilient, and equitable world for all. CGAP is guided by a five-year strategy and annual workplans – the current strategy covering FY24-28 (CGAP VII Strategy) contributes to strengthening responsible and inclusive financial ecosystems by elevating the focus of financial inclusion to broader development outcomes.

To achieve this, CGAP focuses on contributing to seven outcome areas through its work program: (i) mobilizing financial services for climate adaptation, mitigation, and a just transition; (ii) mobilizing financial services for building resilience to shocks and managing risk; (ii) mobilizing financial services for women and MSEs to capture economic opportunities; (iv) increasing the breadth and depth of financial inclusion; (v) promoting responsibility in financial ecosystems and enabling financial sector policies and regulations; (vi) enhancing the effectiveness of impact investing in inclusive finance and the inclusiveness of carbon markets; and (vii) generating and promoting evidence of what works, where, and for whom.

Through its work, CGAP is committed to accelerating progress toward women’s financial inclusion, and we take a gender-intentional approach to our research and advocacy efforts CGAP is housed in the World Bank. For more information, please visit https://www.cgap.org/

As part of its work to mobilize financial services for building resilience to shocks and managing risks, CGAP seeks to address critical barriers to insurance provision including regulatory constraints, lack of political support, high cost of insurance, lack of awareness and trust, lack of data and technologies to provide affordable insurance to unserved and underserved segments. CGAP aims to foster the growth of inclusive insurance markets by focusing on two key areas:

(1) promoting customer-centric, scalable insurance solutions through the development of integrated risk management and tackling business model constraints, such as distribution and premium financing, to enhance scalability and impact; and

(2) fostering a conducive enabling environment by collaborating with regulators, supervisors, and national and global networks to advance effective policies, regulations, and market practices. To contribute to an enabling environment CGAP hosts the Access to Insurance Initiative (A2ii).

Job Duties and Responsibilities

The ETC will serve as CGAP’s day-to-day point person on inclusive insurance, working closely with the TTL to operationalize and advance CGAP’s inclusive insurance learning agenda, and coordinating closely with A2ii and relevant teams across CGAP.

  • Advancing replicable, scalable inclusive insurance models through engagement with pilot partners and structured peer-learning mechanisms.
  • Strengthening CGAP's influence on global policy agendas and measurement frameworks.
  • Producing high-quality knowledge products and thought leadership content.
  • Strengthening linkages across CGAP’s inclusive insurance work, including with A2ii, while integrating relevant climate resilience and gender dimensions across the work program.

The ETC will play a central role in advancing CGAP’s inclusive insurance learning agenda, including helping define priority learning questions, connecting evidence across activities, and translating emerging insights into CGAP’s research, publications, and external engagement.

Specific responsibilities will include:

  1. Market Development: Promoting Scalable and Replicable Inclusive Insurance Models
  • Research/Pilot partner engagement: Maintain active engagement with CGAP's pilot partners, track implementation progress, and extract actionable lessons on business model design. Analyse and synthesize what the evidence from each engagement means for the broader inclusive insurance field — distilling rigorous, forward-looking lessons on business model design, distribution, premium financing, risk reduction, and reinsurance that can inform CGAP's research agenda and external positioning.
  • Knowledge generation and publications: Draw on evidence from CGAP's pilots, partner engagements, and the broader global literature to develop authoritative, evidence-based narratives on what it takes to scale inclusive insurance while preserving customer value. Help manage and deliver CGAP’s inclusive insurance publication pipeline, ensuring coherence across research, pilots, publications, blogs, and external engagement. Author or co-author CGAP publications, , case studies, and briefs that make a genuine contribution to the field.
  • Convening/peer-learning mechanism: Conceptualize and lead peer-learning exchanges bringing together leading practitioners to advance thinking on the most pressing challenges in scaling inclusive insurance. This includes setting the agenda, identifying and convening the right participants, and ensuring that the exchange generates insights that move the field.
  1. Measurement and data collection
  • Research: Organize convenings with the measurement task force and support the definition of key indicators for inclusive insurance, in collaboration with the with global data platforms including the IMF Financial Access Survey and the Global Findex. Bring a clear conceptual framework to what should be measured, why, and for whom — and be prepared to defend that framework in technical discussions with sophisticated counterparts.
  • Knowledge Generation: Produce technical papers, indicator frameworks, and analytical briefs that make CGAP's measurement agenda accessible and actionable for policymakers, standard-setters, and market actors. Translate complex measurement questions into clear propositions that can drive monitoring and evaluation.
  • Convening: Organize targeted exchanges with data collectors, supervisors, and standard-setters to build consensus around measurement priorities and stress-test proposed indicators. Use convening strategically to accelerate agreement and build the coalitions needed to embed new indicators in global frameworks.
  1. Global policy and advocacy
  • Research: Develop high-profile publications that position insurance as a core component of financial health, resilience, and climate adaptation.
  • Knowledge Generation: Author or co-author blogs, policy briefs, and technical inputs to global standard-setting processes. Ensure that CGAP's voice in these spaces is grounded in evidence, clearly differentiated, and influential.
  • Convening: Identify strategic convening opportunities where CGAP can shape the narrative on inclusive insurance.
  1. Cross-CGAP and World Bank Collaboration
  • Work closely with the CGAP lead for A2ii to ensure strong alignment between A2ii and the broader inclusive insurance agenda, including on shared priorities, learning, events, and external engagement.
  • Provide technical and programmatic support to A2ii activities as needed, based on agreed priorities and available capacity.
  • Coordinate with relevant World Bank colleagues, as needed, to connect CGAP’s learning agenda with related World Bank work.
  • Liaise with CGAP’s climate team to identify and advance relevant intersections between inclusive insurance, climate resilience, and adaptation.

  • Contribute to the work of CGAP’s technical pillar and to broader CGAP wide priorities and activities as needed.
